About this file
This document is a Sole Source Request and Determination Form submitted by Hobbs Municipal Schools (HMS) to the State of New Mexico for the renewal of a contract with Huron Studer Education, a division of Huron Consulting Services LLC. The form outlines the criteria and justification for HMS to renew its contract with Huron Studer Education for the 2024-2025 school year. The scope of work includes supporting the superintendent transition, facilitating the development of district goals and scorecards, initiating a 90-day strategy cycle, providing leadership development, administering stakeholder surveys, and creating a culture of continuous improvement. HMS cites Huron Studer Education's proprietary Evidence-Based Leadership framework and Nine Principles as the unique and specialized capabilities that make them the sole source for these services.
The total contract amount for the one-year term is $89,000. HMS has determined that no other vendor is authorized to offer the proprietary frameworks, training, coaching, and materials provided by Huron Studer Education, and that this uniqueness is substantially related to the intended purpose of the contract. HMS has conducted due diligence and has not identified any other businesses that can provide the same services as Huron Studer Education.
