About this file

This document is an emergency determination form from the City of Santa Fe Public Utilities Department. The document outlines the emergency procurement of two Boerger CL390 rotary lobe pumps with 10-HP motors to replace non-functioning digester transfer pumps. The scope of work includes shipping and installation of the pumps, with a total contract amount of $95,394 and a one-year term. This emergency procurement is justified due to the critical failure of the existing pumps, which is hindering the City's ability to remove and dewater sludge from the digesters. To minimize the duration of the emergency, the City will complete the procurement process as quickly as possible, and the pumps will use a more reliable direct drive system to help prevent similar emergencies in the future.

The document also includes an estimate from the vendor, Falcon Environmental, detailing the pump specifications and performance curve. The emergency procurement is approved by the City Chief Procurement Officer, Public Utility Department Director, City Attorney, City Manager, and Finance Director.

City of Santa Fe Emergency Determination Form

The emergency procurement method may only be used as described in NMSA 1978, § 13-1-127 and in the City’s Procurement Manual XII.

The Department that makes an emergency procurement to plan or prepare for the response to a serious threat to public health, welfare, safety or property caused by a flood, fire, epidemic, riot, act of terrorism, equipment failure or similar event shall account for the money spent in making the procurement and report on that accounting to the City’s Finance Department Director within ninety days after the end of the contract or fiscal year in which the procurement was made, whichever comes first.

I. Department: Public Utilities, City of Santa Fe

Department Director: John Dupuis

Department Contact: P. Fred Heerbrandt, P.E.

Department Telephone Number: 505-955-4623

City of SF Chief Procurement Officer: Travis Dutton-Leyda, CPO

Telephone Number: (505) 629-8351

II. Name of Contractor: Falcon Environmental

Address of Contractor: P. O. Box 710, Frederick CO 80530

Amount of prospective contract: $95,394.00

Term of prospective contract: One Year

Location of Services:

III. Please thoroughly list the services (scope of work), construction or items of tangible personal property of the contract:

Replacement of two Digester Transfer Pumps: Boerger CL390 Rotary Lobe Pumps with Horizontal direct drive gear reducer and 10-HP motor mounted on a pump skid. The scope of work includes shipping and installation of the two pumps.

IV. Provide an explanation for the justification of the procurement including a description of the emergency condition(s) requiring use of emergency procurement and the practicable competition utilized in compliance with NMSA 1978, § 13-1-127.

The anaerobic digester has two transfer pumps. Currently both of these pumps are not functional. The loss of the transfer pumps hiders our ability to remove and dewater sludge from the digesters. With the existing lead time of 10 to 12 weeks from order to delivery, we need to expedite the order of these pumps to maintain digester and dewatering operations. Our other alternative procurement would be a sole source, since Falcon Environmental is an exclusive retailer for these pumps, but this would add at least 30 days to the procurement while being awarded to the same vendor.

V. Please describe what measures are being taken to minimize the duration and effect of this particular emergency procurement (for example: is the emergency only in place until a competitive process can be completed, etc.).

The emergency will only be in place until the pumps are procured.

VI. Describe what measures the Department will take in the future to prevent/mitigate use of emergency procurement under similar circumstances.

The Wastewater Division’s staff performs preventative maintenance on their rotating equipment but sometimes sudden catastrophic failures requiring replacement occur unexpectedly. When a redundant unit is already experiencing issues, this can result in an emergency replacement scenario to maintain operations.

The pumps being purchased will use a direct drive motor system, replacing the existing belt drive system. The direct drive system will be more reliable and require less maintenance.

1. Pump Replacement of Digested Sludge Transfer Pumps

(STP-02 & STP-01)

Boerger CL390 Rotary Lobe Pump with in-line 10HP motor. Flanges from existing pump will be reused to allow change out with no piping changes.

*This pump is supplied with the Optimum Dual-rotors which are more wear resistant to grit and abrasive sludge. This rotor also has a higher fluid displacement which will allow the pump to operate at slower speed. The current pump runs at 318 RPM and the proposed pump will run at 283 RPM. This reduction in speed will result in longer life on the pump. This pump is also equipped with a in-line motor instead of the current belt & sheave setup. This setup is much more robust than a rubber belt system that requires constant monitoring for correct tension.

The in-line motor arrangment also provides balanced radial forces into the pump which increases pump life, when compared to a belt system that has high radial forces due to the nature of the setup. Falcon Environmental will provide removal of the existing pumps and install the new pumps.
