About this file

This document is a UNM Proposed Sole Source Form requesting the procurement of inhaled nitric oxide (INO) gas and associated delivery devices from Mallinckrodt Pharmaceuticals. The University of New Mexico Health (UNMH) is seeking to renew a 2-year contract, with up to a 10-year renewal option, for the current standard of care INO therapy used to treat pulmonary hypertension and other respiratory hypoxic conditions in term and near-term neonates as well as adult patients. The sole source justification is based on the compatibility requirements with UNMH's existing INO delivery systems, which other vendors' products are not compatible with, and the disruption that would occur in transitioning to a new system.

The proposed annual contract value is $950,000. UNMH notes that the current vendor, Mallinckrodt Pharmaceuticals, is the standard of care, and transitioning to a new vendor would be financially, operationally, and logistically challenging given the specialized nature of the INO therapy and UNMH's staffing constraints. UNMH conducted market research but found other vendors' products, such as Vero Biomed, were not able to meet UNMH's needs due to incompatibility with existing equipment and the significant retraining required for respiratory therapists.
