About this file
This is a Surety Requirements document issued by Chatham County, Georgia, establishing bonding requirements for contractors bidding on the purchase and installation of a 60 mil Scrim Reinforced Thermoplastic Polyolefin (TPO) roofing membrane at the Chatham County Records Center located at 4225 Augusta Road, Garden City, Georgia. The project involves approximately 40,800 square feet of roofing installation. Bidders are required to submit a bid bond along with power of attorney documentation with their bid packages. The surety's standard bid bond form is acceptable provided it complies with Chatham County requirements.
All bid bonds, certified checks, or money orders must be made payable to the Chatham County Finance Department. Bidders must provide a bid bond in the amount of 5 percent of the total bid price, with certified checks requiring delivery to the Purchasing and Contracting Office prior to bid submission. Upon contract award, contractors must post a payment and performance bond in the amount of 100 percent of the bid price, due prior to contract execution. Both bonds must be executed by a surety authorized to conduct business in Georgia and approved by Chatham County. The performance bond guarantees faithful contract performance and indemnifies the county against damages from failure to perform within the prescribed timeframe. The payment bond protects all subcontractors and persons supplying labor, materials, and equipment. Failure to execute the contract results in forfeiture of the bid bond amount, calculated as either the difference between the bidder's bid and the next lowest responsible bid or the difference between the bid and the lowest responsible bid received upon rebidding, including all associated rebidding costs.
