Section 1 – Project Overview and Scope of Services

1.1 Project Overview

The University of Texas at Austin is developing a new academic medical center and intends to proactively integrate automation and robotics into clinical and non-clinical operations to support safety, efficiency, scalability, and long-term operational excellence. To avoid costly retrofits and premature technology decisions, the organization is seeking an advisory partner to support automation strategy development and early design integration during Schematic Design/Design Development.

This RFQ is not intended to procure specific robotic equipment or vendors. Rather, the selected respondent will support the definition of automation strategy, system-level design requirements, and an implementation roadmap that will guide future capital procurement and vendor selection.

The project is progressing through Pre-Design and Programming. At this stage, the organization intentionally does not have predefined automation technologies, vendors, or equipment specifications.

The objective is to establish a clear strategy, decision framework, and design readiness that enables informed and value-based automation investments in later project phases.

1.2 Contract Term

It is anticipated that the contract term for contract(s) award resulting from this solicitation, if any, will be one (1) year with the option to renew for two (2) additional one-year terms if required. Further, University reserves the right to extend the contract term on a month-to-month basis, not to exceed three (3) months upon the expiration of the initial term and any successive renewal term.

1.3 Background and Special Circumstances

Healthcare automation and robotics decisions made after design finalization often result in constrained solutions, increased capital costs, or missed opportunities. The University of Texas at Austin seeks to avoid retrofitting by engaging expert advisory support early to define an automation strategy that is aligned with operational goals and integrated into Schematic Design/Design Development workflows.

1.4 Scope of Work, Activities, and Deliverables

We are seeking to engage a best-in-class team to provide a comprehensive automation network for The University of Texas at Austin (“UT Austin”) Academic Medical Center. Respondents to this RFQ must demonstrate recent completion of robust and dynamic automation master plans for other healthcare institutions that include higher education, research, innovative and forward-thinking ability, and a comprehensive knowledge of best practices in automation systems required to complete the plan.

The anticipated deliverables for this effort will include a framework that guides high level strategic decisions, identification of future space needs, development of specific plans, and new processes and policies that will guide the physical development of the academic medical campus.

Specifically for robotic transportation of materials (and how it intermingles with other modes of transportation), we are looking to engage an expert partner who can work with us on the following things:

i. Validate the catalog of materials (both biological and non-biological) with associated likely volumes.

ii. Understand the impact of robotic use for materials movement on space, vertical transportation mechanisms (e.g. elevators), and types of equipment required.

iii. Make choices around balancing robotic investment with human labor needs, in the context of optimizing the future facility for both cost and flexibility.

iv. Make design choices (early as well as ongoing) about materials flows, associated volumes and times, and associated transport mechanisms. Said transport mechanisms including all of robotics, pneumatic tubes, people, and any other recommended means of transportation for materials.

v. Develop a quantitative throughput model covering all in-scope material streams, including clean supply, soiled/waste, linen, dietary, pharmacy, SPD ad lab.

vi. Produce a material handling matrix identifying at a minimum: commodity, source/destination, unit of movement, time-of-day window, elevator group, required staging/detent positions and peak-hour volumes.

The robotic transportation of materials part of the scope has the need for a faster timeline than other aspects of automation, due to it being tied directly to pre-design, concept design and schematic design activities. We are looking to understand at a high level how we would operate, before locking down space requirements.

1.4.1 Phase 1: Project Set Up, Analysis and Use Case Definition (2-3 months)

This initial phase of work will focus on establishing the schedule, RACI and work plan, reviewing current planning data, learning from peer institutions, identification of critical needs and guiding principles, and establishing case definitions for the full scope of an automation network to support the UT Austin Academic Medical Center.

For materials movement in particular, we would like a much shorter Phase 1, also leveraging and validating strategy work already done internally. Please indicate how quickly you could engage in actual design activities (Phase 2) for this part of the scope.

Phase 1 to include the following steps:

1.4.1.1 Project Set-Up Roles and Responsibilities Documentation

With UT Austin guidance, selected respondent is to establish a Project Working Group responsible for driving engagement, making key project decisions, and identifying additional stakeholders needed for program support, business decision-making, historical knowledge transfer and long-term ownership.

1.4.1.2 Work Plan and Timeline Development

Prepare a Project Work Plan with a timeline that identifies all proposed tasks and deliverables, meeting cadence and workshops with stakeholders. Include delivery dates for draft and final documents, review periods and decision milestones, and any other information needed, or requested, by the respondent to be successful.

1.4.1.3 Review/Analysis of Existing Documents:

Existing Project Documents UT Austin to provide access to historical project documentation (e.g., Kahua) to support successful creation of requests including; defining project working group, identifying key project decisions, stakeholder identification, business decision-making, long-term ownership, etc., Kahua website UT Austin to provide access to team members upon contract award

1.4.1.4 Peer Institution Benchmarking

Share, with UT Austin, recent and innovative automation plans from other healthcare institutions and/or other organizations. The presented work should highlight how each campus has successfully managed challenges that are similar to UT Austin’s (urban site, multiple facilities, research, education and clinical focus, etc.).

1.4.1.5 Guiding Principles

Facilitate discussions with the Work Group to establish guiding principles (e.g., general autonomous mobile robots vs. Bespoke robotic solutions) as well as incorporate integration opportunities to other systems and program elements.

1.4.1.6 Use Case Definition

Assess current state and future state clinical and non-clinical workflows by identifying and describing potential automation and robotics use cases across areas such as logistics, materials management, Sterile Processing, and support spaces.

Develop a framework to prioritize use cases based on value, feasibility, and design impact.

1.4.2 Phase 2: Design Integration Support (4-5 months)

Develop design integration deliverables such as Owner’s Project Requirements, flow diagrams, system integration matrices, and system architypes. Each deliverable will need to address both near-term (10-year) plan and a long-term (20 to 30 year) plan needs with additional considerations to sustain defined workflows if automation systems are not deployed, e.g.

fallback operations

For materials movement in particular, we are looking for initial outputs from Phase 2 after 6 to 8 weeks rather than 4 to 5 months. The initial output will continue to be refined as the project progresses, yet is needed as input for pre-design and concept design.

Phase 2 will include the following deliverables:

1.4.2.1 Translate Strategy

i. Translate the automation strategy into Owner Project Requirements and planning assumptions that impact space – including maintenance, charging and storage areas.

ii. For materials movement, document automation workflow diagrams from central storage to department point of use and facility departure. The workflow diagrams must include elements such as unit of movement, recommended methods of transportation (robotic or other), time of movement, duration of movement, required corridor width etc., providing a comprehensive understanding of how the building will operate in the future.

iii. Provide volumetric assumptions that support methods of transport, quantity of deliveries and quantity of vertical systems (elevators).

iv. Produce a detailed AGV/AMR/Human Elevator Traffic Matrix documenting per-hour cart volumes, elevator group assignment, peak-hour demand, and staging/detent needs including fleet sizing models based on volume assumptions.

v. Analyze quantity and compatibility requirements (transport container types, footprints, docking interfaces) needed to support automated movement.

vi. Partner with the Vertical Transportation contractor to align AGV/AMR operational assumptions with elevator sizing and core design.

vii. Create owner’s requirements for robotic equipment, and associated storage equipment if any.

viii. Define owner’s requirements for how robotic transportation of materials intermingles with other modes of materials transportation, including within the same end to end workflow for a given type of materials.

ix. Define required integration to other systems and program elements (e.g.

elevator control systems).

x. Produce an integrated Functional Narrative and Basis of Design (BoD) for materials movement automation, documenting design assumptions, operating concepts, fallback modes, scheduling rules, integration points, and MEP/IT impacts.

xi. Define owner’s requirements for the communication command and control converged network. Ensure that this is integrated with low and high voltage design for the project overall.

xii. Provide input and guidance on ROI and financial calculations. (e.g., TCO) Develop formal space program requirements for AGV/AMR systems, including: Pickup/drop-off locations per floor, Charging/parking zones (central and distributed), Fleet maintenance and control/monitoring rooms, On-floor robot bays/detents at elevator lobbies and intersections

1.4.2.2 Participate in Working Sessions

Participate in meetings and workshops as needed with the Work Group(s) and other design team members to ensure automation strategies are incorporated into the project design plans.

1.4.2.3 Identify alignment between equipment and building systems Provide comprehensive list of all systems to be considered that impact the success of the automation workflows

1.4.3 Phase 3: Standards, Roadmap, and Procurement Readiness (3-4 months)
