The County is seeking qualified agricultural providers to operate farming activities on approximately 409.9 acres of leased land—consisting of 380 acres of tillable land and 29.9 acres of hay land—located at 2500 Upper Farm Road in Norristown, Pennsylvania. The property, owned by the Commonwealth of Pennsylvania and operated by Montgomery County as a passive recreation park, has maintained continuous agricultural use since 1764. Proposals must include a technical proposal addressing company profile, business history, future plans, and detailed responses to lease requirements, along with a separate payment proposal specifying annual payment per acre. The lease agreement is structured for an initial one-year term with the option for nine additional one-year renewals, up to a cumulative total of ten years. Renewal requests must be submitted in writing at least 90 days prior to agreement expiration, and the County will notify the sublessee of renewal or termination decisions at least 90 days before the termination date.
The County seeks creative agricultural uses including Community Supported Agriculture, educational programming, and historic/modern agricultural interpretation while emphasizing sustainable and organic farming practices incorporating cover crops, crop rotation, biological pest management, rotational grazing, and reduced external inputs. Subleases are exclusively for agricultural crop production with all fields to be maintained in tillable condition and planted annually. Sublessees must comply with all state and county regulations, implement Montgomery County Soil Conservation District standards, conduct soil testing at contract award and every three years thereafter, maintain field borders and waterways through specified mowing schedules to protect ground-nesting species, and attend annual Agricultural Operations Agreement meetings. The County prohibits topsoil sales, non-agricultural storage, permanent structures without written consent, sewage sludge application, and farmers' markets without authorization. Sublessees must furnish all equipment, machinery, fertilizers, and seed necessary to meet conservation plan objectives. All pesticides require County notification and approval, with preference given to integrated pest management and non-synthetic alternatives. The County reserves the right to withdraw any acreage for recreation, wildlife protection, or other purposes with 90 days' notice and corresponding lease payment adjustment. Proposals must be submitted through the Bonfire (Euna) portal and must include a minimum of three references for similar projects.
