Montgomery County RFP 25-67 Department of Health and Human Services Offices of Mental Health, Developmental Disabilities, Early Intervention, and Children & Youth Adult Protective Services On-Call Coverage
INTRODUCTION
Montgomery County is located approximately twenty miles west of Center City Philadelphia, PA. Governed by a three-member Board of Commissioners, the County government is a large diverse organization whose mission is to provide quality services in an efficient and cost-effective manner.
Montgomery County, with nearly 861,000 residents, is the third most populated county in the Commonwealth of Pennsylvania. Some of the services the county government provides its citizens include health and human services, a highly regarded community college, an outstanding park and historic site system, and a judiciary recognized as one of the Commonwealth’s finest.
The Montgomery County Department of Health and Human Services (HHS) offers a full continuum of services to ensure the health, safety and well-being of county residents. The Department serves children, families, young adults, adults and older adults through its offices which include Children and Youth, Community Connections, Drug and Alcohol, Early Learning Resource Centers, Housing and Community Development, Mental Health/Developmental Disabilities/Early Intervention, Public Health, Senior Services, Behavioral Health Managed Care Services, and Veterans Services. Strategic Offices for the Department support dissemination of important health information and quality and compliance. HHS aims to become fully integrated to provide seamless, coordinated care delivery all focused on enhancing the health and well-being of the residents of Montgomery County.
Montgomery County recognizes the critical need for early intervention and specialized treatment for children and youth exhibiting problematic sexual behaviors (PSB). These behaviors, while often misunderstood, can be indicative of underlying trauma, developmental challenges, or environmental influences. Without appropriate intervention, affected youth may face increased risks of continued behavioral issues, social isolation, and involvement with child welfare or juvenile justice systems.
In response, the Montgomery County Department of Health and Human Services (HHS) through its Offices of Mental Health, Developmental Disabilities, Early Intervention, and Children and Youth is seeking a community-based initiative to address PSB in children ages 3–14. This initiative is grounded in the Problematic Sexual Behavior Cognitive Behavioral Therapy (PSB-CBT™) model, a nationally recognized, evidence-based approach developed by the University of Oklahoma Health Sciences Center and supported by the National Center on the Sexual Behavior of Youth (NCSBY).
The program will be delivered in partnership with a Multidisciplinary Team (MDT) composed of professionals from law enforcement, child welfare, prosecution, mental health, education, and medical fields. This collaborative approach ensures that youth and families receive comprehensive, coordinated, and trauma-informed care.
The primary objectives of this initiative are to:
· Reduce problematic sexual behaviors in children and youth through evidence-based, family-focused treatment as evidenced by graduation from the PSB program.
· Support caregivers with education and tools to promote healthy development and prevent recurrence.
· Strengthen families by addressing trauma and enhancing protective factors.
· Prevent future harm by diverting youth from deeper system involvement.
· Promote healing and resilience through holistic, trauma-informed care delivered in collaboration with community partners.
This program represents a proactive investment in the well-being of Montgomery County’s children and families, aiming to create safer communities and brighter futures.
