About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Naval Medical Research Command (NMRC). The document details an urgent requirement to procure a single BioFire Defense SpotFire Instrument for the Molecular Diagnostics Department of the Biological Defense Research Directorate. The instrument is a proprietary platform manufactured exclusively by BioFire Defense LLC, located in Salt Lake City, UT, and is used for environmental monitoring, detecting biological warfare agents, and producing proficiency test kits to evaluate force readiness for the Navy and Air Force.

The J&A justifies a sole-source procurement under 10 U.S.C. 2304(c)(1), citing that BioFire Defense is the only vendor capable of supplying this specific instrument. Market research was conducted through internet searches and approved government vendors, but no alternative sources were identified. The government intends to award a firm-fixed-price contract, with funds allocated to procure the platform. Future requirements will be synopsized in accordance with FAR guidelines, and if another potential source emerges, NMRC will assess the feasibility of competition. The document is signed and certified by LCDR Stephen Lizewski, Head of Molecular Diagnostics, and the Contracting Officer.
