YAMAHA OUTBOARD ENGINES
STATEMENT OF NEED
30 January 2024
1. Requirement: The contractor shall furnish manufacturer qualified personnel, equipment, tools, materials, supervision, other items and services necessary to remove existing twin Yamaha 300hp outboard engine setups on two 27’ WAC SAFE Boat vessels hull numbers 1957 and 1958. Replace with new 30” LH & RH rotation 300 horse power twin outboard engine setups. Work includes de-rigging the boats of current Yamaha outboard engines and associated equipment as well as installed equipment that cannot be utilized with the new install. Rig the boat with new outboard engines and associated outboard engine equipment to manufacturer’s specifications so as not to void any and all warranties and Power Matched warranty all associated installed equipment that is in line with the installed new engines for 3 years. It will be the contractor’s responsibility to install the proper new stainless propellers for optimum hole-shoot and top end speed. It will be the contractor’s responsibility to negotiate proprietary and sub contract issues with the manufacturers of equipment used on MacDill AFB and covered by this contract. Any parts/items removed from the existing vessel shall be returned to 6 SFS on a pallet and banded / secured for proper disposal.
2. Characteristics: Two 27’ WAC SAFE Boat vessels hull numbers 1957 and 1958. On each vessel, the contractor will replace with new Yamaha 30” LH & RH rotation 300 horsepower twin outboard engine setups.
CLIN 0001: This is a brand name only requirement model Yamaha 300 outboard engine(s)/ Qty: 4. Engine type should be a V6/ 4.2 liter, capable of 300 horsepower. A fuel injection system should be equipped to the engine ensuring adequate displacement listed above. The preferred method of operation shall be digital and shaft length will be 30 inch. Engine dry weight should be between 551-588 lbs. The tilt system installed should have the capability of power trim and tilt from the engine as well as from the binnacle(s). The engines should be equipped with a wet sump lubrication system. The engines should have a closed fuel vapor system. The engines should be equipped with a water-cooled rectifier regulator that mitigates overheating. The engines should be equipped with an Engine Control Module (ECM) controlling the fuel injection volume, injection timing and ignition timing. A variable camshaft timing system that advances and retards with throttle response in the low and mid RPM ranges. The engines shall have the ability for on and off water freshwater flushing. This will significantly reduce corrosions and clean off the salt build up inside the motor. It will be the contractor’s responsibility to install the proper stainless propellers for optimum hole-shoot and top end speed.
3. Inherent Services: Remove four engines and associated equipment (if required), gauges, wire harness (if required), and fill any holes that the new engines/equipment do not fill (if required). Install four new outboards engines and associated equipment (if required), gauges (if required), wire harness (if required), and any other items needed to facilitate an operational vessel. Basic on the job equipment training for newly installed equipment for Air Force personnel conducted by installing company. Preventative maintenance instructions of new installed equipment conducted by installing company. Provide an operations test/check ride with USAF 6 SFS Marine Patrol before final disposition conducted by installing company.
4. Delivery: Unless agreed upon, MacDill 6 SFS may deliver one vessel up to 50 miles and once completed, retrieve/deliver the second vessel and retrieve that vessel once completed. The Contractor will be responsible for delivery and off-loading of old engines and associated equipment and tools. Contractor shall have all removed equipment installed onto pallets and banded and delivered said removed equipment to MacDill AFB, 6 SFS, building 386 for disposition e.g., old engines, wires, steering system, etc.
5. Terms and Conditions: Documentation of installation with manufacturer’s approval for warranty and proof of all associated equipment warranty – Power Match warranty on all installed equipment and associated equipment, e.g., engines, propellers, battery cables, fuel lines, wires/cables, etc. The warranty will not be less than 3 years. The contractor shall furnish manufacturer qualified personnel, equipment, tools, materials, supervision, other items and services needed to complete this contract. It will be the contractor’s responsibility to negotiate proprietary and subcontract issues with the manufacturers of equipment used on MacDill AFB and covered by this contract. Documentation, Power Matched warranty proof and records will be turned over to the government on completion of the contract.
