Addendum to FAR 52.212-1 – Instructions to Offerors – Commercial Items
This acquisition will be solicited and awarded in accordance with Federal Acquisition Regulation (FAR) Part 12 -- Acquisition of Commercial Items and FAR Part 13 – Simplified Acquisition Procedures.
This acquisition is being solicited as an 100% Total Small Business Set Aside.
INSTRUCTIONS TO OFFERORS: All quotes must include all data and information requested and must be submitted in accordance with these instructions. Any offeror who submits an incomplete package may be considered nonresponsive. All quotes are expected to conform to the solicitation provisions and be prepared in accordance with this section. To aid in the evaluation, the proposal shall be clearly and concisely written as well as being neat, indexed (crossed-indexed as appropriate) and logically assembled. All pages of each part shall be appropriately numbered and identified with the name of the offeror, the date, and the solicitation number.
All quotes shall be submitted electronically to Rachel Henriques at rhenriques@blm.gov, and Shawna Rogers-Bailey at srogersbailey@blm.gov, no later than June 7, 2024, by 12:00pm MDT.
Each Offeror shall submit:
a. Technical Statement – Offerors are required to provide a detailed statement regarding their technical approach and capability to complete the requirements outlined in the scope of work. The Technical Statement shall explain how the work will be carried out in terms of the techniques, procedures, and schedule. The Offeror’s performance record will be assessed IAW FAR 9.1; therefore, the Technical Statement shall also include three (3) examples of similar projects completed, along with a detailed statement on experience, capacity, and expertise demonstrating the ability to perform the required tasks within the period of performance.
b. Price Summary – Offeror’s price proposal shall be submitted utilizing Attachment 4. At a minimum, offerors shall include the total cost for each category, as well as a breakdown in materials, if applicable, and a total contract price. Offerors may choose to further break down cost categories by labor type and equipment type; however, it is not required.
c. Signed acknowledgement of the solicitation document and all amendments.
QUESTIONS: All questions shall be submitted in writing via email to Rachel Henriques at rhenriques@blm.gov, and Shawna Rogers-Bailey at srogersbailey@blm.gov, no later than May 24, 2024, by 12:00pm MDT.
Addendum to FAR 52.212-2 – Evaluation – Commercial Products and Commercial Services
BASIS FOR CONTRACT AWARD: The basis for the award will be Lowest Price Technically Acceptable (LPTA), and will consider the following evaluation factors:
a. Factor 1 – Technical Approach: The Technical Approach Factor will either receive an acceptable or unacceptable rating defined below based on an overall evaluation of how well the Offeror’s submitted technical statement meets the requirements of the solicitation and indicates an adequate approach to and understanding of the scope of work.

Acceptable Proposal meets the requirement of the RFQ and indicates an adequate approach to and understanding of the requirements outlined in the scope of work.
Unacceptable Proposal does not meet the requirement of the RFQ or indicates an inadequate approach to or understanding of the requirements outlined in the scope of work.
b. Factor 2 – Total Price: Price will not be scored or rated, but will be evaluated for reasonableness in accordance with (IAW) FAR 15.404-1(b).
A Firm Fixed Price Contract will be awarded to the Offeror whose quote conforms to the solicitation requirements and represents the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the non-cost factor of Technical Approach.
Additionally, the Offeror must be deemed a responsible prospective contractor IAW FAR 9.1.
