About this file

This is a Heat Protection Safety Requirement Guidance document for the Harris County Flood Control District's bulkhead repair project in Texas (Project ID G103-24-00-X033). The document establishes mandatory safety requirements that all bidders and contractors must incorporate into their project Safety Plans to protect workers from weather-related hazards, particularly extreme heat and cold conditions. The guidance requires provisions for maintaining worker safety from heat-related and cold-related illnesses throughout project execution, with specific protocols to be activated when temperatures or heat index values exceed 90 degrees, including acclimatization measures, water availability, rest periods, and shade provisions. During extended periods of adverse weather, the Prime Contractor must provide accommodations as necessary to ensure worker safety.

By submitting a bid and signing the Bid Acknowledgement, all vendors explicitly agree to comply with these heat protection safety requirements as a condition of contract award. This represents a non-negotiable safety standard that will be enforced throughout the project term for the bulkhead repair work along G103-24-00 extending 1,100 linear feet downstream from G103-24-02.
