About this file
This is a Minority/Woman-owned and Small Business Enterprise (MWSBE) Utilization Form required by the City for the Irwin Creek Wastewater Treatment Plant (WWTP) Outfall Solids Cleaning Removal Service contract opportunity in North Carolina. The form serves as a standardized submission document for bidders to document their company's MWSBE status and subcontracting plans. Prospective contractors must identify whether their company holds certification as a Minority-owned Business Enterprise (MBE), Woman-owned Business Enterprise (WBE), or Small Business Enterprise (SBE), and provide relevant certification details including certifying agency and expiration dates. The form requires bidders to outline their outreach efforts to maximize MWSBE participation both during the proposal phase and throughout the contract execution period.
Bidders must complete a detailed subcontractor list identifying all MWSBEs intended to perform work on the project, including descriptions of work or materials, designation classifications, City vendor numbers, and percentage breakdowns for total MBE, WBE, SBE, and overall MWSBE utilization. The City of Charlotte maintains a strong commitment to inclusive contracting practices and recommends that companies exhaust all efforts to identify viable MWSBE participation opportunities. This utilization form underscores the municipality's emphasis on disadvantaged business engagement and requires submission alongside the formal proposal for the sediment cleaning and removal service at the Irwin Creek facility.
