About this file

This document is a Justification and Approval (J&A) for a sole source bridge contract issued by Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Jacksonville. The contract is for Administrative and Logistics Support services for the Naval Construction Training Center, covering locations in Gulfport, MS, Fort Leonard Wood, MO, and Sheppard Air Force Base, TX. The bridge contract will extend the current contract N6883623P0156 with Gemini Tech Services, LLC from June 1, 2025 to July 31, 2025.

The J&A indicates that a competitive Request for Quote (RFQ) N6883625Q0053 was issued on April 22, 2025, receiving quotes from 18 companies. However, technical evaluations cannot be completed in time to award a new contract by May 31. The bridge contract is necessary to prevent a service lapse that would critically impact naval readiness. The incumbent contractor, Gemini Tech Services, is deemed the only responsible source capable of providing uninterrupted support, particularly since the requirement is in the 8(a) program, which would require additional Small Business Administration coordination to onboard a new vendor.

4. Statutory Authority Permitting Other Than Full and Open Competition.

This Justification and Approval is based upon the authority of 41 U.S.C. 1901(e)(2), Special Rules for Commercial Products and Commercial Services.

5. Rationale Justifying Use of Cited Statutory Authority.

A competitive Request for Quote (RFQ) N6883625Q0053 was issued on 22-Apr-2025, via SAM.gov. Responses were received by the closing date and time of 12-May-2025. The Contracting Officer received quotes from 18 companies.

The time is needed to complete technical evaluations and will not allow for a new contract to be awarded by 31 May.

As a result, a bridge action must be executed to prevent a lapse in service.

The impact of a lapse in service under this contract would be both direct and immediate. The requirement outlines the Contractor’s responsibility to provide Logistics Support Services, Administrative Support Services, and Light/Heavy Equipment Mechanic Services. A service gap of just one month would result in an immediate halt to critical capabilities and significantly degrade naval readiness.

As there is insufficient lead time to complete a more detailed review and coordinate with the requiring activity before the current contract’s end date of 31-May-2025, it is not feasible to execute a new award by that deadline. The incumbent contractor, Gemini Tech Services, LLC, already has the necessary personnel, appropriate clearance levels, base access, and established systems in place to continue performance on short notice. Market research indicates that no other Contractor has the attributes to meet the urgent need. Furthermore, as this requirement is currently in the 8(a)

Navy Marine Corps Acquisition Regulation Supplement April 2018 (Change 18-25)

25.J010 program, identifying and vetting a new company would require coordination and approval through the Small Business Administration, which would introduce additional delays and further increase the risk of service disruption. Therefore, Gemini Tech Services, LLC is the only responsible source capable of providing uninterrupted support until a follow-on contract can be awarded. Two months is the minimum time necessary for the agency to enter into another contract for the requirement through the use of competitive procedures.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

Concurrently with this bridge action, this office is actively in source selection to award the follow-on contract. A notice of this bridge modification will be synopsized in accordance with FAR Subpart 5.2.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

The Government is currently conducting a competitive source selection and anticipates awarding a follow-on contract to the quoter whose quote best satisfies all performance specifications.
