Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: 7 CONS/LGCB

Section B: Description of the Supplies/Services Required

The contractor shall provide all personnel, equipment, tools, material, supervision, as well as any other items, services, repairs and upgrades necessary to maintain the KeyTrak system as well as complete repairs as needed at Dyess AFB, TX. No government furnished property will be provided for contractor use. The contractor shall provide hardware and software warranty, 24-hours/365-day technical software phone support, and shall provide (1) one-year hardware support repair by replacement. The KeyTrak system is used to secure, track, and manage all the keys alloted to 750 Dyess AFB dorm rooms.

Section C: Justification for Soliciting from a Single Source

In accordance with FAR 13.106(b)(1)(i), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. After conducting market research, Federal Key LLC is currently the only company capable of providing support services for Keytrak Systems to the Government as they are the sole distributor of KeyTrak products, supplies and support. No other source exists for their proprietary key control technologies, and KeyTrak, Inc. does not manufacture systems under any other trade name or Original Equipment Manufacture agreement.

Section D: Efforts to Obtain Competition

Federal Key LLC is the sole distributor of KeyTrak products, supplies and support to the Federal Government. No other source exists for their proprietary key control technologies. The Government reached out to the OEM to determine if any other distributors or authorized vendors were capable of providing the service. On Aug 3 2020, OEM stated "Federal Key LLC is the sole distributor of KeyTrak products, supplies and support to the Federal Government." and "KeyTrak systems include proprietary technologies and systems offered are not sold to government agencies by other distribution channels other than Federal Key LLC".

Section E: Steps to Preclude Future Single Source Awards

The next step to avoid future single source awards for the Keytrak system is to have the customer survey current conditions to see if this company's technology still meets their needs. A comparable system such as Key Link is in the range of for the purchase of a new system and the additional cost of yearly maintenance fees. At the time of the Keytrak recompete, it was determined to be in the best interest of the Government to move forward with current technology provided by the Keytrak system.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
