• Block A (AAK01170)(4th and 5th Floors): 26,526 RSF; 21,896 ABOA
• Block B (AAK04270)(4th Floor): 7,301 RSF; 6,055 ABOA

2. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS
(INCLUDING ESTIMATED VALUE).
The DOI submitted their Client Planning Agreement (CPA) on 5/6/2022 for 27,951 square feet of office and related space. To satisfy the mission requirements, the facility must be within the city limits of Anchorage / Anchorage Bowl. The office space cannot be on more than two floors. Onsite parking must allow for eighty-four (84) first come, first served spaces and five (5) reserved spaces for Government owned vehicles.
This requirement is for a 5-year term to commence on 11/01/2024. The cost of this lease annually is $1,217,353.04 with a total contract value of $6,086,765.20. As per the GSA asset manager for Anchorage, there is no vacant federal space available to house this space requirement.
3. IDENTIFICATION OF STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN
COMPETITION.
41 U.S.C. 3304(a)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. This statutory authority is implemented through GSAR 570.401.
4. DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR
NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED.
It is in the best interest of the Government to remain at the current location; in accordance with the procedures set forth in GSAR 570.402-4, because no acceptable alternatives were identified that could satisfy this space requirement, a cost-benefit analysis is not required for this justification.
