About this file
This is a Statement of Requirements for a new 5.56mm NATO and .308 Winchester/7.62 NATO Match ammunition contract for the United States Secret Service, James J. Rowley Training Center. The contract covers a base period and four option years with a firm fixed price structure. Offerors must submit proposals in two sections: a Technical Proposal (two copies—one accompanying sample rounds and one with the price proposal) and a Price Proposal. The Technical Proposal must include complete ammunition specifications, performance characteristics, a Quality Management System description (or ISO certification), quality control/quality assurance processes, and any commercial warranty offered. All samples must be clearly marked with the offeror's name, solicitation number, ammunition lot number, and CLIN and should be sent to either the freight address (JJRTC/WADS, Laurel, MD) or the non-freight address (U.S. Secret Service Communications Center, Washington, DC), both to the attention of Duane Tomaszewski.
CLIN 0001 requires 5.56 NATO Standard ammunition (4,000 cases of 1,000 rounds each, packaged 10 rounds per stripper clip, 20 per box), while CLIN 0002 requires .308 Winchester/7.62 NATO Match ammunition (1,000 cases of 200 rounds each, packaged 20 per box). Each offeror must provide 1,000 sample rounds of each ammunition type for testing. Ammunition will be awarded by best value comparison prioritizing technical criteria, followed by price, then past performance rating. Up to two products may be awarded per CLIN. Testing criteria include workmanship (100% hand inspection required), accuracy, velocity, chamber pressure, bullet pull, gelatin penetration (for .308 only), and function reliability in designated weapons. All ammunition must be no older than one year from manufacture, use virgin brass cases, newly manufactured propellant and primers (within 12 months), and include Material Safety Data Sheets. Final inspection and acceptance testing will be conducted at James J. Rowley Training Center in Laurel, Maryland, with disputes resolved through third-party testing at the manufacturer's expense. Points of contact are Michael Ensor (PM; 240-624-3602) and Duane Tomaszewski (COR; 240-624-3981).
