About this file
This Limited-Sources Justification document details a sole-source procurement by U.S. Immigration and Customs Enforcement (ICE) for staffing support services. ICE intends to modify an existing Blanket Purchase Agreement (BPA) Call Order No. 70CMSD25FC0000011 with Xcelerate Solutions for four months of additional staffing support, valued at an undisclosed amount. The procurement is driven by Presidential Executive Orders addressing border security, which require ICE to hire approximately 13,000 additional agents and support staff by December 31, 2025.
The services will provide comprehensive HR support to enhance ICE's operational functions, with a focus on tailored solutions, streamlined processes, and rapid personnel onboarding. Market research conducted in November 2025 determined that the existing Call Order was the appropriate strategy, and Xcelerate Solutions has the necessary labor categories to support the immediate work. The justification emphasizes an urgent and compelling need, noting that full competitive procedures would result in unacceptable delays in meeting critical national security, enforcement, and public safety missions. The government plans to continue market research to increase competition for future acquisitions of similar services.

LIMITED-SOURCES JUSTIFICATION
ORDERS OR BPAS EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
Page 1 of 5 Version 2.0 significantly increase hiring personnel; this significant hiring increase supports the immigration enforcement actions required by the EOs.
In order to adhere to these requirements, short-term (not to exceed 4 months) staffing support services are needed to support immediate data and analytical services to enhance ICE’s operational functions and ensure mission success. Services needed include comprehensive HR support (emphasizing a personalized, proactive, and high-touch approach to assist employees and managers). Key areas of focus include tailored solutions, streamlined processes, enhanced employee experiences, rapid response times, confidentiality, and technology integration. Responsibilities include providing one-on-one HR assistance, anticipating employee needs, simplifying procedures, leveraging HR technology, and ensuring seamless onboarding. The goal is to deliver exceptional customer service while adhering to merit promotion principles and applicable laws, regulations, and guidance.
Though these services could be competed under the multiple-award ICE BPAs, market research demonstrates that following competitive procedures would result in unacceptable delays, given the urgent and compelling need to initiate staff hirings as required by the EOs.
ICE currently leverages various Background Investigation BPAs to support hiring initiatives, however given the unprecedented need to promptly hire additional personnel, the ability to compete this requirement under the established BPAs will not meet the immediate needs of ICE. As result, active BPA Call Orders were reviewed and it was determined that BPA Call No. 70CMSD25FC0000011, which was awarded on June 13, 2025, could be modified to support the immediate, “in-scope” services required. Moreover, limiting the source and modifying the existing BPA Call No. 70MSD25FC0000011 minimizes administrative delays and ensures rapid deployment of proven performance. In addition to these capabilities, Xcelerate Solution’s also has:
