About this file
This is a Justification for Other Than Full and Open Competition under 41 U.S.C. §3304(a) for a sole-source contract modification.
The Department of Homeland Security's U.S. Immigration and Customs Enforcement (ICE) proposes to modify an existing contract with Acentra Health, LLC (located at 1600 Tysons Boulevard, Suite 1000, McLean, VA 22102) on a sole-source basis to add option periods for medical claims processing and payment services. The modification adds two 12-month option periods and four 6-month option periods to contract number 70CDCR26C00000002, extending services through October 24, 2030. The contract is a Firm Fixed Price arrangement, with the current base period running from October 25, 2025 through October 24, 2026. The estimated total value including all options is redacted.
ICE justifies the sole-source approach based on the unique qualifications and operational criticality of Acentra's services. The agency requires uninterrupted medical claims management and provider payment processing support for illegal aliens detained in facilities nationwide, following the abrupt termination of prior support from the Veterans Administration Financial Services Center in October 2025. Acentra is identified as the only responsible source capable of immediately providing continuous services without transition delays that could compromise detainee access to critical medical care. The justification emphasizes operational risks including interruption of medically necessary care, operational disruption at detention centers, public health risks, and compliance concerns. ICE posted a Request for Information to SAM on June 16, 2026 to solicit market research, though Acentra remains the only contractor capable of immediate performance while ICE completes a comprehensive assessment and conducts a follow-on competitive procurement.
