The requested supplies services represent the minimum requirements of the government, which have been verified by the certifying technical and requirements personnel.

3. Rationale Justifying Use of Cited Regulatory Authority.

a.) The Items Described in Paragraph 1 Must Be Compatible In All Aspects (Form, Fit And Function) With Existing Systems Presently Installed.

b.) A Patent, Copyright, or Proprietary Data Limits Competition.

c.) The Items Described in Paragraph 1 are “Direct Replacements” Parts/Components for Existing Equipment.

d.) Foreign Military Sales (FMS) Supported By A Case Letter.

e.) Unusual and Compelling Urgency.

The Naval Surface Warfare Center (NSWC), Corona Division, Performance Assessment Department, Code PA44 requires one (1) Summation Research, Inc.

(SRI) RM-6322 RF Telemetry Signal Simulator used on the ADVANCED TELEMETRY SYSTEM - CLASSIFIED/UNCLASSIFIED (ATS-C/U) in support of FLTIII SM-6 C-BAND TM RDTE.

The Naval Surface Warfare Center (NSWC), Corona Division, Performance Assessment Department, Code PA44 requires one (1) Summation Research, Inc.

RM-6322 RF Telemetry Signal Simulator used on the ADVANCED TELEMETRY SYSTEM - CLASSIFIED/UNCLASSIFIED (ATS-C/U) in support of FLTIII SM-6 C-BAND TM RDTE. Summation Research Inc. (SMI) RM-6322 RF Telemetry Signal Simulators are an integral component of our ATS-C/U. This RF Signal Simulator will be used to test, monitor, and troubleshoot telemetry equipment responsible for recording and displaying live missile and target telemetry data derived from radio frequency (RF) signals during scheduled naval test events. This specific unit is able to support link test and verification applications and in turn can replace a BERT, waveform generator, vector modulator, upconverter, amplifier, noise source, attenuator, power meter, spectrum analyzer, and a frequency converter.

Data collected with the telemetry system is used to assess performance and readiness of fleet combat systems.

4. Implication of Procuring another Brand/Manufacturer.

a.) Unacceptable Delays in Fulfilling the Agency’s Requirements.

b.) Substantial Duplication Of Cost To The Government That Is Not Expected To Be Recovered Through Competition.

c.) Other: If required, discuss any other implication of procuring another brand/manufacturer.

5. Actions to Remove Barriers to Competition.

The associated cost to the government of identifying a potential alternate product, field testing it, re-training staff, and transitioning all products to the new system is extremely large. An RFI would be required and would require two (2) months and approximately 120 hours to prepare, publish, and evaluate responses. To test the product, each mission will have a minimum of 100 engineers supporting (labor per event estimated at $1,000,000). In addition, the cost of operating the ship: fuel, shipboard crew (minimum 25), wear & tear, etc. will be in excess of $800,000 per event. There is an associated cost with reserving the range for use, estimated at a minimum of $200,000 per event. That is estimated a minimum of $2 million per event in labor, ship and range costs alone, with multiple events planned soon after the RDD. Although very large, that $2M cost pales in comparison to the cost of incurring delays to the overall program and possibly even missing acquisition Milestone gates. That cost would be measured in the tens of millions of dollars, if not hundreds of millions. Weapons tested onboard are slated for deployment onboard AEGIS Destroyers, each of which costs over $1 billion dollars to build and field for the US Navy.

For the reasons set forth in Paragraph 3.a., 3.c., and 4.b., NSWCCO has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWCCO will assess whether competition for future requirements is feasible.
