About this file

This is a Brand Name/Sole Source Justification document submitted by NSWC Corona (Naval Surface Warfare Center Corona) for procurement of Rubrik data security and backup/recovery solutions and related hardware and professional services.

The procuring entity is NSWC Corona Code PA21, which provides IT support for the Missile Defense Agency (MDA) Aegis Ballistic Missile Defense (ABMD) enclave. The requested supplies and services include: Rubrik Professional Services for onsite installation and configuration (1 unit), remote consulting services per day (1 unit), Rubrik Security Cloud Private Enterprise Edition per usable BETB with premium support prepay (180 units), non-returnable disk service for Rubrik R7000 appliance (1 unit), R7000 hardware support with premium support prepay (1 unit), R7424 four-node appliance with 288TB raw HDD and 30.7TB NvMe (1 unit), fiber optic OM3 LC/LC cables in 3-meter packs of four (2 packs), and 10G/1G dual rate SFP+ transceivers in packs of four (2 packs). All professional services and prepaid items must be used within six months of purchase. The justification is submitted under FAR 13.106-1(b)(ii) for a particular brand-name item. The rationale cites unacceptable delays in fulfilling agency requirements and substantial duplication of cost if an alternative manufacturer were procured, emphasizing that Rubrik's proprietary Zero Trust architecture, immutable backup capabilities, ransomware detection, and proven performance in meeting PA21's data security requirements make it indispensable for maintaining operational resilience against cyber threats and meeting DoD and Navy compliance standards. The document indicates NSWCCO has no plans to compete future contracts for these supplies and services unless another potential source emerges.

FAR 16.505(b)(2)(i)(C) The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. 3. Rationale Justifying Use of Cited Regulatory Authority.

a.) The Items Described in Paragraph 1 Must Be Compatible In All Aspects (Form, Fit And Function) With Existing Systems Presently Installed.

b.) A Patent, Copyright, or Proprietary Data Limits Competition.

c.) The Items Described in Paragraph 1 are “Direct Replacements” Parts/Components for Existing Equipment.

d.) Foreign Military Sales (FMS) Supported By A Case Letter.

3 | 7 e.) Unusual and Compelling Urgency.

f.) Other: If required, discuss any other rationale that supports the use of a brand name/sole source for this effort.

4. Implication of Procuring Another Brand/Manufacturer.

a.) Unacceptable Delays in Fulfilling the Agency’s Requirements.

b.) Substantial Duplication Of Cost To The Government That Is Not Expected To Be Recovered Through Competition.

NSWC Corona Code PA21 provides IT support for the Missile Defense Agency (MDA) Aegis Ballistic Missile Defense (ABMD) enclave, and one of its primary requirements is to ensure data resilience and the ability to rapidly recover from cyber incidents. The procurement of the Rubrik Security Cloud software is essential to fulfilling this data security and cyber survivability mission effectively. This software is built on a proprietary Zero Trust architecture that has consistently proven to be far more resilient than standard backup and recovery solutions. Its ability to create logically air-gapped, immutable, and access-controlled backups makes it indispensable for PA21’s operations. Rubrik has consistently exceeded expectations in meeting PA21’s requirements for data security, providing advanced threat detection and enabling orchestrated, rapid recovery that would pose significant challenges for other products. Rubrik's unique approach to data security, which includes ransomware anomaly detection, sensitive data discovery, and threat hunting within backups, is central to its unmatched performance in ensuring data integrity.

This ensures the platform meets stringent federal security standards. Renewing our commitment to the Rubrik platform is critical to maintaining PA21’s ability to meet mission requirements, ensuring operational resilience against sophisticated cyber threats, and upholding compliance with DoD and Navy standards. Without this capability, PA21 would face significant challenges in data protection and recovery, jeopardizing its ability to support MDA and Navy operations effectively in a contested cyber environment.

To use a different brand of data distribution software would delay production use by 6 months due to the requirement of having to perform R&D again to resolve any compatibility issues. Due to PA21’s requirement to provide continuous support throughout the year, waiting an additional 6 months would be unacceptable.

4 | 7 c.) Other: If required, discuss any other implication of procuring another brand/manufacturer.

5. Actions to Remove Barriers to Competition.

APPROVALS

CONTRACT ADMINISTRATOR/SPECIALIST:

The cost to the government of a successful cyberattack on a critical defense program, such as those deployed on AEGIS Destroyers, is substantial, measured not only in the tens or hundreds of millions of dollars from recovery efforts but also in mission-critical program delays and missed acquisition milestones. Legacy data management solutions present a significant vulnerability to these threats. Rubrik's Zero Trust Data Security platform directly mitigates these risks by providing immutable backups that are immune to ransomware, ensuring a clean copy of data is always available for rapid recovery. Instead of a months-long, costly, and manual restoration process, Rubrik enables critical systems to be restored in a fraction of the time. This capability provides the mission assurance necessary to keep high-stakes defense programs on schedule and ensures the warfighters who depend on them can remain operational.

For the reasons set forth in Paragraph 4.a. and 4.b., NSWCCO has no plans at this ti to compete future contracts for the types of supplies/services covered by this docum If another potential source emerges, NSWCCO will assess whether competition for future requirements is feasible
