Q1. Technical Exhibit 1 and paragraphs 5.2 - 5.2.3 imply that preventive maintenance is only desired during the semi-annual service. Please confirm that the government desires preventive maintenance at the annual, semi-annual, and monthly intervals (completed in accordance with the manufacturer's recommendations) in addition to safety inspections.
A1. Yes. The monthly and annual inspections as well as the annual PM services are IAW manufacturer’s recommendations. Section 5.3 of the PWS has been updated.
Q2. TB 43-0142 is the Army's Technical Bulletin for Safety Inspection and Testing of Lifting Devices. Please confirm TB 43-0142 is applicable to all inspections, preventive maintenance, and repairs that may be conducted as part of this acquisition.
A1. TB 43-0142 is applicable to any components of the crane that is used to hold, lower, raise or position a load which is exactly what the crane does. So yes, it is applicable. As far as lifting devices we use such as bars, chain slings, wire rope slings etc. those are checked internally by the operators daily and annual inspections. Section 5. Requirements and Section 6. Applicable Publications / Army Regulations, of the PWS, have been updated to include TB 43-0142.
Q3. TB 43-0211, Army Oil Analysis Program, requires an oil sampling program for most mobile cranes. Is TB 43-0211 applicable to this acquisition for critical load bearing and load controlling components (eg. winches, swing drive gearboxes, hoisting gearboxes or transmissions, mechanical load brakes, hydraulic systems)?
A3. The oil and oil levels are checked in the monthly inspections, but oil samples are not required.
