About this file
This is an Erosion and Sediment Control Plan Narrative prepared by Woodland Design Associates, Inc. for the Borough of Honesdale in Wayne County, Pennsylvania. The plan outlines erosion and sediment control measures for the North Main Trail Development Project, which involves construction of an asphalt paved walking trail, installation of park amenities including picnic tables and trash receptacles, and placement of perimeter best management practices. The project encompasses 22,508 square feet (0.52 acres) of earth disturbance with a net increase in impervious area from 450 square feet to 9,377 square feet. The project site is located in the Lackawaxen River watershed (HQ-TSF, MF designation) in Honesdale Borough. Sealed bids for the project were to be received electronically via the PennBid Program until 3:00 pm on Thursday, November 20th, 2026, with bids opened at Woodland Design Associates' offices at 119 Lincoln Street, Honesdale, PA 18431.
The plan identifies Barbour loam soil (0-3% slope) as the predominant soil type and specifies multiple best management practices including 14 compost filter sock sediment barriers, rock construction entrances, concrete washout areas, orange construction fencing, and pump water filter bags. Temporary vegetative stabilization will utilize winter rye or annual rye at specified application rates with 10-10-10 fertilizer, while permanent stabilization specifies a mix of Birdsfoot Trefoil, Tall Fescue, and Spring Oats with 10-20-20 fertilizer. The plan preparer, Jayson Wood, is a landscape architect with a Bachelor of Landscape Architecture from Pennsylvania State University (2004-2009) and relevant NPDES training from the Monroe and Pike County Conservation District. No thermal impacts, pollution risks from geologic conditions, or critical implementation stages were identified for this project.

Project Description
This project will involve the placement of E&S perimeter BMP protections (primarily compost filter sock) an asphalt paved walking trail; and the addition of various park amenities (picnic tables and trash receptacles). All staging will be done within this project area.
Overall, all project work takes place in Honesdale Borough, Wayne County, Pennsylvania. Project earth disturbance totals 22,508 sf (0.52 acres).
The project also features a net addition in impervious area from 450 sf to 9,377 sf.
Because the work associated with the construction of this project will involve less than one (1) acre of earth disturbance within the Lackawaxen River (HQ-TSF, MF) watershed, the project is being submitted as a written E&S Control Plan.

Soils Types & Descriptions The soils within the project site, as mapped by the ‘USDA, Natural Resource Conservation Websoil Survey.’ The locations of the soils are illustrated on the E&S Control and Restoration Plans.

Perimeter and on-site Best Management Practices To be used before, during, and after earth disturbance to limit exposed areas:
BMP Location Removal Timing Disturbed areas. Minimize extent of disturbed areas with prompt stabilization.
Rock Construction Entrance
Optional—should adjacent roadways not be sufficiently swept and cleaned these will be placed at park/construction site entrances.
Remove prior to paving parking area, per SOC in plan drawings.
Compost filter sock sediment barrier
Below area to be disturbed. Remove after uphill area is stabilized per SOC in plan drawings.
Concrete Washout At park areas where concrete pads or footings are proposed to be poured.
Remove accumulated concrete and debris, periodically, per plan detail, fully remove and off-haul and project end.
Orange Construction Fencing
Optional, to secure different portions of the site during construction.
Add and remove during construction, as needed. Ensure all is removed at project end.
Pump water filter bags Optional, use as needed in low lying and trench areas.
Remove from site once low lying areas are drained.
Supporting calculations: refer to Appendix B Anticipated project construction wastes: removed existing asphalt & stone Soil/rock disposal areas: n/a
Identified potential for geologic or soil conditions to cause pollution during construction: None
Thermal Impacts: There are no anticipated thermal impacts.
Critical Stages of Implementation: None
