This document contains the General Terms and Conditions for Waukesha County Bid #2026015, issued April 20-23, 2026, for testing and inspection services of fire extinguishers and fire hoses across all Waukesha County buildings, along with training services for fire extinguisher use. The bid is divided into three groups: Group 1 covers annual maintenance, testing, inspection, and certification of fire extinguishers and hoses with hourly rates for out-of-scope services; Group 2 addresses replacement of extinguishers and hoses evaluated using a predetermined formula; and Group 3 covers hands-on fire extinguisher training. The contract is for a one-year period commencing July 1, 2026, through June 30, 2027, with an option for four additional one-year extensions by mutual consent. Bidders must submit responses electronically through Waukesha County's Bonfire platform, and bid modifications or clarification requests must be submitted in writing at least five working days prior to the bid opening. Award will be made by group to the lowest responsible, responsive bidder, and bidders need not bid on all groups but must quote all items within each group to be eligible for award on that group.
Pricing must be firm fixed for the first one-year period and must include all travel, labor, parts, materials, and expenses with no trip charges allowed. Fire extinguisher pricing must include annual maintenance, recharging, parts, and hydrostatic testing but exclude replacement units; fire hose pricing similarly must include maintenance, re-racking, and hydrostatic testing but exclude replacement hoses. A maximum 5 percent markup over vendor cost is allowed for materials throughout the contract life. Price increases for extension years are permitted based on specific indices: the Employment Cost Index for testing and inspection services and training (capped at 5 percent), the Producer Price Index for replacement equipment (capped at 10 percent), and the Employment Cost Index for hourly labor rates (capped at 5 percent). Vendors must be authorized distributors for replacement fire extinguishers and hoses and provide evidence upon request. Insurance requirements include Workers' Compensation with $100,000 employer's liability limits, Commercial General Liability with $1,000,000 limits across multiple categories with Waukesha County named as additional insured, and Automobile Liability with $500,000 combined single limits. Out-of-state vendors must register with the Wisconsin Department of Financial Institutions within ten business days of award. Payment may be made via P-Card (VISA), with vendors required to absorb all associated fees, or within thirty days of invoice receipt if credit card is not accepted.
