About this file

This is a Final Construction Report for the Net River Dam Channel Construction Project, jointly submitted to the Michigan Department of Natural Resources (MDNR) by GEI Consultants of Michigan, P.C. on January 18, 2023. The project involved constructing a temporary earth cofferdam, excavating a diversion channel through an existing dam embankment, and installing geotextile fabric, bedding stone, and riprap lining. Construction activities commenced October 3, 2022, with Terrazzo Creations and Renewal (TCR) mobilizing for concrete notch work and completed by November 15, 2022, with MD Contracting (MDC) executing the primary channel construction. The project required modification of the concrete intake structure by installing new stoplog slots and creating an 8-foot by 5-foot opening, while simultaneously constructing a temporary bypass channel to manage reservoir flows during spring runoff conditions. Critical construction activities included site preparation with erosion and sediment control measures, temporary cofferdam construction using heavy riprap and granular fill, channel excavation with protective lining systems, and cofferdam removal with subsequent site restoration and seeding.

The project encountered several minor deviations from original plans that were documented and approved through Request for Information (RFI) submittals. The stoplog slot protruded approximately 1 inch downstream of design specifications to maintain critical anchor clearances due to concrete wall thickness variations; 304 stainless steel was substituted for galvanized A36 steel for structural components; the channel alignment was shifted 15 feet west to prevent interference with the temporary bridge; and the channel outlet elevation was raised from 1528.5 feet to 1530.0 feet to avoid excavation within the river tailwater. Filter and bedding stone materials were approved as 3-inch minus material rather than specified MDOT 4AA, and compaction testing confirmed fill materials achieved 95 to 97.3 percent of maximum density standards. Quality control documentation included daily field reports, material testing results, construction photographs, contractor submittals, and as-constructed topographic surveys using GPS technology. The project was completed in substantial compliance with the design documents and applicable state regulations under the EGLE Joint Permit Application approval.

The design improvements were provided in project plans and specifications prepared by GEI Consultants of Michigan, P.C. (GEI). The MDNR submitted the design report to the Michigan Department of Environment, Great Lakes, and Energy (EGLE) with the Joint Permit Application (JPA) dated October 14, 2022. The concrete notch drawings were issued for construction on September 12, 2022, with the stoplog slot drawing issued for construction on September 21, 2022. The channel drawings were issued for construction on October 14, 2022. The EGLE authorized construction with approval of the JPA dated September 29, 2022.

1.2 Project Description

The Net River Dam (MI Dam Inventory No. 131) is classified as a low hazard dam under Part 315 and located on the Net River in Baraga County, Michigan. The Net River Dam is owned and operated by the MDNR Wildlife Division. The dam provides environmental and recreational opportunities for the public by the creation of the reservoir impoundment, the Net River Flooding, and roadway access to the opposite side of the river. The dam was

Michigan Department of Natural Resources January 18, 2023

GEI Consultants of Michigan, P.C. 2 originally constructed in 1953 but failed in 1985 when the embankment dam overtopped due to debris blockage of the intake structure. The dam was reconstructed in 1989 as part of a wetland mitigation project sponsored by the Tilden Magnetite Partnership.

The dam consists of a reinforced concrete intake structure transmitting flow via two six-foot diameter corrugated metal pipe (CMP) culverts through an earth embankment to a reinforced concrete outlet structure. The intake structure has a notch in the upstream face with steel stoplogs and is fully encased by steel trash racks. The embankment dam is approximately 435 feet long with a twenty-foot-wide (20) crest and 3:1 (horizontal to vertical) upstream and downstream slopes.

On April 28, 2022, a sinkhole on the embankment dam crest over the right (west) culvert was observed. The sinkhole revealed turbulent water above the crown of the barrel pipe. The water was gradually eroding the embankment crest causing progressive embankment loss through the barrel pipe. However, the embankment crest was not fully breached. The MDNR responded by working with local earthwork contractors to backfill the sinkhole.

The MDNR reached out to GEI on Monday, May 2, 2022, and GEI inspected the site on Thursday, May 5, 2022. Following the initial inspection, the MDNR worked to dewater the reservoir. GEI returned to the site on Wednesday, July 27, 2022, to conduct an internal dewatered inspection of the left (east) CMP culvert and intake structure. The July inspection identified severe corrosion and deterioration within the remaining open left culvert. The channel construction project was expedited as a result of the inspection findings as detailed in the field inspection report (detailing both inspections) dated August 11, 2022.

The primary goal of the Net River Dam Temporary Bypass Channel Project is to provide means of safely managing flows at the site, which are typically observed during spring runoff.

The bypass channel is intended to provide adequate means of safely managing site flows for one season pending future design of a permanent solution to mitigate dam safety issues at the site.

1.3 Purpose

The purpose of this final construction report is to summarize the equipment, materials, methods of installation and deviation from the plans and specifications during construction as required by the EGLE JPA. Record drawings that document the final construction details are included within Appendix A of this report.

2.3 Concrete Intake Structure Notch

TCR mobilized to the site on October 3, 2022, set up erosion control measures and a submersible pump to dewater the right inlet to the control structure. The pump was discharged into a filter bag, installed to the right of the concrete structure. The work area was contained with sandbag cofferdams in the invert of the concrete intake structure, lined with geotextile fabric. TCR cored 2 holes in the existing concrete wall to aid in saw cutting activities. The cores were retained and the location, size, and spacing of reinforcement steel was documented by GEI. The existing concrete was removed in 2 sections. The upper 3.5’ of concrete was sawcut and removed. A temporary wood bulkhead was constructed upstream of the structure and the remaining 1.5’ of the 5’ below the top of the structure was cut and removed, as depicted on the drawings. The location, size, and spacing of the existing reinforcement steel was documented by GEI. TCR installed the steel channel stop log slots by drilling and epoxying anchors into the concrete with Hilti Hit 200 HY. The interface of the concrete and steel stoplog channel were sealed using Aquabond Aquaflex AFW 8000-400 underwater sealant.

The steel channel stoplog slots were adjusted approximately 1” downstream from the design drawing due to the existing wall concrete variation in thickness to maintain a clear distance a minimum of 3 ½” between the anchors and the upstream face of the concrete. The temporary wood bulkhead was removed, and the notch utilized. The concrete intake structure managed all reservoir flows during construction of the channel through both the pre-existing notch and new notch until the channel was commissioned.

2.4 Site Preparation

Prior to mobilizing to the site, MDC obtained the Baraga County SESC Permit and the MDNR obtained the EGLE JPA. The MDNR permitted use of the Net River Boat Launch area as a construction staging area. MDC installed a temporary steel bridge on wood timber mat cribbing to span over the existing culverts to provide access to the right embankment and areas to the west of the project. SESC measures including turbidity curtains and silt fence were installed. Areas were cleared to the southwest and northwest of the dam right abutment for stockpiling materials deemed to be unsuitable for re-use. Access roads were cleared for construction equipment access. Clearing also occurred to the southeast of the existing gravel parking lot for stockpiling excavated material to be possibly used for future construction.

MDC removed existing rip rap and armor stone from the upstream slope of the embankment and stockpiled them at the cleared southeast area for future reuse for the construction of the cofferdam. A temporary access road of wood timber mats was constructed to provide equipment access upstream and downstream of the existing dam.

GEI Consultants of Michigan, P.C. 7

Construction staking was performed by TMEE on October 24, 2022. TMEE provided survey control points, elevation benchmarks, and staked proposed alignments of the cofferdam and channel. After review of the slope stakes for the channel, it was determined that excavation of the left slope of the channel would interfere with the temporary bridge and prohibit construction vehicle access. The upstream end of the proposed alignment at station 0+00 and the point of intersection (PI) point at station 1+21.7 were shifted approximately 15’ to the west and the outlet point of the channel remained as per the design drawings. After discussion and approval from the Engineer the new alignment was staked by TMEE. The change was documented with RFI 001 included in Appendix D.

2.5 Temporary Cofferdam Construction

A temporary earthen cofferdam was constructed in general accordance with the design plans and specifications. MDC removed approximately one foot of unsuitable materials from the footprint of the cofferdam, placing in offroad trucks and hauling to stockpile areas prior to placing cofferdam fill. Heavy rip rap was placed as the core and downstream portion of the cofferdam, overlain with plain rip rap and filter stone (~3” minus rockfill), and covered with geotextile and salvaged granular fill. Fill was salvaged from the existing right embankment at the location shown on the design drawings.

A sample (Sample S-4) of the 3” minus filter/bedding stone was submitted for gradation analysis as a substitute by MDC for the specified MDOT 4AA. The Engineer took no exception to the 3” minus filter/bedding stone. Gradation results are included in Appendix E.

GEI obtained a sample of the salvaged granular fill materials (Sample S-5) and conducted nuclear density testing of the granular fill placed on the crest of the cofferdam. All density tests achieved greater than 95% of the maximum density as determined by the Michigan Cone Method. One test did not initially achieve 95% of the maximum density; however, MDC recompacted the area with the excavator bucket and loader and a retest of the area resulted in a compaction of 97.3% of the maximum density. Density test results are included in Appendix E.

GEI obtained two additional samples (Samples S-6 and S-7) of the stockpiled granular fill materials excavated from the right embankment for gradation analysis for assessment of suitability of use for future construction. Results are included in Appendix E.

2.6 Channel Construction

The horizontal alignment of the channel was adjusted approximately 15’ west as discussed in section 2.4 above. To limit the necessity for excavation within the river tailwater, the specified elevation of the channel outlet was raised from the proposed elevation of 1528.5’ to 1530.0’ resulting in an overall slope of the channel to change from 4.2% to 2.9%. The inlet of the channel was maintained at elevation of 1534.8.’ MDC submitted and GEI reviewed

Michigan Department of Natural Resources January 18, 2023

GEI Consultants of Michigan, P.C. 8 and took no exception to RFI 002 to address this issue. RFI 002 is provided in Appendix D.

Excavation for the channel began at the downstream outlet end of the alignment at approximate station 1+75 to approximately 4’ below final grade as depicted on the design drawings. Elevations of the excavation and final grades were checked with MDC’s Topcon laser level and a grade rod. Geotextile fabric was placed, covered with approximately one foot of bedding stone and three feet of heavy rip rap choked with plain rip rap.

Approximately 12’ wide sections were completed prior to progressing upstream. Heavy rip rap was placed on the slopes of the existing dam embankments to a height of at least 8’ above the bottom of the channel. The remaining exposed cut slopes were lined with geotextile and plain rip rap per the design drawings.

The inlet area between 0+00 of the alignment and the cofferdam was approximately fifteen to thirty feet wide and was excavated to approximately three feet below final grade. A one-foot layer of bedding stone was placed over the geotextile fabric and covered with two feet of heavy rip rap choked with plain rip rap. The staging and stockpile areas on the west side of the site were restored with seed, fertilizer, and mulch prior to completing the upstream end of the channel and removal of the temporary cofferdam.

2.7 Cofferdam Removal

Removal of the temporary cofferdam occurred on November 14, 2022. Material removed was hauled to the stockpile area southeast of the gravel parking lot with the offroad dump trucks. Heavy rip rap from the cofferdam was placed to armor the remaining cofferdam end and upstream slope of the portion left in place to be used in future construction. Some of the heavy rip rap was used to armor the left slope of the channel to 8’ above the final grade of the bottom of the channel as called for on the design plans. The removal was performed to elevations as shown on the drawings. The reservoir elevation was at 1533.04’ at time of cofferdam removal which did not allow for immediate flow from the reservoir into the channel.

2.8 Restoration

Seed, fertilizer, and mulch was placed by hand casting the seed and blowing the mulch in areas disturbed by construction and not covered with rip rap. Seed placed included MDOT Roadside Mix as called for in the specifications, and a mixture of winter wheat, annual and perennial rye, and oats.

2.9 Stoplog Installation

With the cofferdam removed, MDC finalized all construction measures including rip rap placement, restoration efforts, and began demobilizing from the site. The DNR-provided timber stoplogs were modified according to the project drawings and installed. Several steel

Michigan Department of Natural Resources January 18, 2023

GEI Consultants of Michigan, P.C. 9 logs were salvaged and reused in the left side with timber logs supplementing the previously lost steel logs. The installed stoplogs allowed the reservoir to rise slightly, allowing flow to enter the channel. Only some leakage flow through the stoplogs was observed through the stoplogs and concrete intake structure. The top of the stoplogs were at approximate elevation 1536.4’.

2.10 Demobilization

After completion of the left rip rap slope of the channel and seeding and mulch, MDC began the demobilization process. MDC removed turbidity curtains, wood timber mats, and all equipment, from the site by November 15, 2021.

GEI conducted an as-constructed topographic survey using a Trimble R10 GPS unit to document the actual construction of the channel and slopes. The topographic survey is included on the As-Constructed drawings included in Appendix A.

3. Summary of Deviations from Plans and Specifications

The work was conducted in general accordance with the plans and specifications and the designs dated September 12, 2022, for the concrete intake structure notch and October 14, 2022, for the channel construction. However, there were a few minor changes to the scope of work as discussed in Section 2. The changes are summarized in the bulleted list below:

• The steel stoplog slots for the new notch were observed to protrude as much as 1” downstream, contrary to the design drawings indication of 1/2” due to thickness variation in the existing concrete wall in order to maintain the critical clear distance of at least 3 ½” between the anchors and the upstream face of the concrete.

• The structural steel slots for the new notch were procured in 304 Stainless Steel in lieu of hot dipped galvanized A36 steel as approved in submittal TCR002.

• The proposed channel design alignment the excavation of the left slope of the channel would interfere with the temporary bridge. The upstream end of the proposed alignment at station 0+00 and the point of intersection (PI) point at station 1+21.7 were shifted approximately 15’ to the west and the outlet point of the channel remained as per the design drawings, after discussion and approval from the Engineer. MDC addressed this change by submitting RFI 001 which is provided in Appendix D.

• The outlet of the channel was raised to prevent excavation within the tailwater, from the proposed elevation of 1528.5’ to 1530.0’ resulting in an overall slope of the channel to change from 4.2% to 2.9% and the inlet of the channel to remain at elevation of 1534.8. To address this issue, MDC submitted RFI 002 which is provided in Appendix D.

• The filter stone and bedding stone was a 3” Minus material, submitted as a replacement for the specified MDOT 4AA material as approved in submittal MDC009. Gradation results are included in Appendix E.

The above modifications were reviewed by the Engineer and Owner and considered to not negatively impact the original design intent of the project.

NOTES:

1. LOW VOLUME FILTER BAGS SHALL BE MADE FROM NON-WOVEN GEOTEXTILE MATERIAL SEWN WITH HIGH STRENGTH, DOUBLE STITCHED "J" TYPE SEAMS. THEY SHALL BE CAPABLE OF TRAPPING PARTICLES LARGER THAN 150 MICRONS.

FILTER BAGS SHALL BE PROPERLY SIZED; REFER TO THE MANUFACTURER SPECIFICATIONS TO DETERMINE APPROPRIATE

SIZE.

2. A SUITABLE MEANS OF ACCESSING THE BAG WITH MACHINERY REQUIRED FOR DISPOSAL PURPOSES SHALL BE PROVIDED.

FILTER BAGS SHALL BE REPLACED WHEN THEY BECOME 1/2 FULL OF SEDIMENT. SPARE BAGS SHALL BE KEPT AVAILABLE FOR REPLACEMENT OF THOSE THAT HAVE FAILED OR ARE FILLED. BAGS SHALL BE PLACED ON STRAPS TO FACILITATE

REMOVAL UNLESS BAGS COME WITH LIFTING STRAPS ALREADY ATTACHED.

3. BAGS SHALL BE LOCATED IN WELL-VEGETATED (GRASSY) AREA, AND DISCHARGE ONTO STABLE, EROSION RESISTANT AREAS. WHERE THIS IS NOT POSSIBLE, A GEOTEXTILE UNDERLAYMENT AND FLOW PATH OR SECONDARY CONTAINMENT SHALL BE PROVIDED. BAGS MAY BE PLACED ON FILTER STONE TO INCREASE DISCHARGE CAPACITY. BAGS SHALL NOT BE PLACED ON SLOPES GREATER THAN 5%. FOR SLOPES EXCEEDING 5%, CLEAN ROCK OR OTHER NON-ERODIBLE AND

NON-POLLUTING MATERIAL MAY BE PLACED UNDER THE BAG TO REDUCE SLOPE STEEPNESS.

4. NO DOWNSLOPE SEDIMENT BARRIER IS REQUIRED FOR MOST INSTALLATIONS. COMPOST BERM OR COMPOST FILTER SOCK SHALL BE INSTALLED BELOW BAGS LOCATED IN HQ OR EV WATERSHEDS, WITHIN 50 FEET OF ANY RECEIVING

SURFACE WATER OR WHERE GRASSY AREA IS NOT AVAILABLE.

5. THE PUMP DISCHARGE HOSE SHALL BE INSERTED INTO THE BAGS IN THE MANNER SPECIFIED BY THE MANUFACTURER

AND SECURELY CLAMPED. A PIECE OF PVC PIPE IS RECOMMENDED FOR THIS PURPOSE.

6. THE PUMPING RATE SHALL BE NO GREATER THAN 750 GPM OR 1/2 THE MAXIMUM SPECIFIED BY THE MANUFACTURER, WHICHEVER IS LESS. PUMP INTAKES SHALL BE FLOATING AND SCREENED.

7. FILTER BAGS SHALL BE INSPECTED DAILY. IF ANY PROBLEM IS DETECTED, PUMPING SHALL CEASE IMMEDIATELY AND NOT

RESUME UNTIL THE PROBLEM IS CORRECTED.

8. FILTER BAGS MAY BE PLACED IN WETLANDS IF UPLAND DISCHARGE LOCATIONS ARE NOT LOCATED WITHIN A SUITABLE
