RFP 2526-001: E-Rate Category 2 Equipment and Installation Summary
This is a Request for Proposal issued by KIPP Texas, Inc., a charter school network operating 54 schools with approximately 31,000 Pre-K-12 students across Texas. KIPP Texas seeks qualified vendors to provide lifecycle replacements and installation of equipment and services related to E-Rate Category Two Internal Connections and Basic Maintenance of Internal Connections across nine Houston-area school sites. The project involves supplying 614 Cisco C9120AXI-B wireless access points (or equivalents) with corresponding DNA licenses, along with fiber optic cabling installations totaling approximately 2,885 linear feet of 6-strand armored OS2 single-mode fiber with LC connector terminations across multiple sites. Installation includes removal of end-of-life equipment, configuration, testing, labeling with E-Rate year tags, enrollment in DNA Center, and comprehensive documentation. The RFP was issued November 17, 2025, with a proposal deadline of December 19, 2025, at 11:00 AM CST. The question submission deadline is December 3, 2025, with answers posted by December 5, 2025. No pre-proposal conference or site visits are scheduled. The estimated award date is February 27, 2026. This is a non-exclusive procurement with the possibility of multiple awards across individual campuses, product types, or regions as determined by KIPP.
Proposals are evaluated on a weighted basis: price of E-Rate-eligible goods and services (40%), technical solution (25%), reputation and past performance with government entities or schools (15%), familiarity with E-Rate program (10%), and financial capability (10%). All pricing must reflect the Lowest Corresponding Price Rule under E-Rate regulations, and vendors must possess valid Service Provider Identification Numbers and Federal Communications Commission Registration Numbers. Proposers must submit audited financial statements, certificates of insurance with commercial general liability of $2,000,000, technical solutions demonstrating E-Rate program knowledge, and three references from similar school or ISD projects within Texas. The contract requires compliance with federal procurement standards under 2 CFR Part 200, prevailing wage rates, Buy America Act preferences where federal funds are used, and comprehensive E-Rate documentation and invoicing procedures. Vendors are responsible for all timely filing with USAC and must maintain detailed records for ten years. KIPP is tax-exempt and will not pay sales taxes. Contract terms are firm for the stated term with potential 90-day transitional periods and possible extensions based on E-Rate funding availability.
