About this file

This is Amendment No. 2 to Request for Lease Proposals (RLP) 4TX1001 issued by GSA Public Buildings Service for office space in Austin, TX, dated January 29, 2025. The amendment makes three key changes: deleting Lease Section 6.04 regarding lessor reporting of green building efficiency, removing paragraph E from Lease Section 6.20 on recycling and composting, and adding new requirements for small arms ammunition storage to Exhibit B Agency Special Requirements.

The new small arms ammunition storage requirements for ATF-controlled spaces specify detailed construction and safety standards, including 1-hour fire-rated walls and doors, automatic fire sprinkler systems, high-security locks with intrusion detection, and 9-gauge expanded metal reinforcement in walls. Storage configurations must comply with DOT hazardous materials requirements, maintain separation from certain explosive materials, and not exceed structural floor load capacity. Additional requirements include emergency egress pathways, fire alarm systems, hazardous materials signage, and compliance with the Safety Guidance Bulletin dated December 5, 2024. The lessor's A/E team must submit detailed floor plans, coordinate fire sprinkler specifications, and obtain approval for any deviations from these requirements.

SECURED / SMALL ARMS AMMUNITION STORAGE

1) Purpose

This section establishes the minimum design and safety requirements for the storage of small arms ammunition within ATF-controlled spaces. The design must support safe and secure storage while complying with fire, structural, and operational standards for ATF facilities. This section also references the Safety Guidance Bulletin: Storage Requirements for Small Arms Ammunition and Components issued by the National Fire Protection Program Office, which provides additional guidance to ensure compliance with federal standards.

2) Requirements

i. Room Design and Construction

• Small arms ammunition storage rooms must be constructed with walls and doors rated for a minimum of 1-hour fire resistance.

• All storage rooms must be protected by an automatic fire sprinkler system.

• Doors to the storage room must be equipped with high-security locks and an intrusion detection system, consistent with ATF perimeter door security standards outlined in Section 4, “Perimeter Doors.”

• Walls separating the storage room from adjacent spaces must include 9-gauge expanded metal reinforcement for security purposes and must extend slab-to-slab.

ii. Storage Configuration

• Small arms ammunition must be stored in original packaging or in containers compliant with Department of Transportation (DOT) requirements for hazardous materials.

• Storage arrangements must ensure that ammunition is kept separate from materials classified as Division 1.1, 1.2, or 1.3 explosives, as defined in federal fire protection guidelines.

• The maximum gross weight of all materials stored in the room (including shelving, safes, and other fixtures) must be calculated and must not exceed the structural floor load capacity of the building.

iii. Emergency Egress and Safety Features

• Emergency Egress and Safety Features

• Emergency egress pathways must be clearly marked and maintained free of obstruction.

• Fire alarm pull stations and smoke detection devices must be installed in proximity to the storage room entrance.

• Signage indicating “Hazardous Materials Storage” must be posted outside the room, as required by ATF safety standards.

iv. Reference to Additional Guidance

• The Safety Guidance Bulletin: Storage Requirements for Small Arms Ammunition and Components (dated December 5, 2024), issued by the National Fire Protection Program Office, must be reviewed by the lessor’s A/E team. This bulletin provides additional details on storage requirements, fire safety measures, and operational procedures. A copy of the bulletin can be provided by ATF upon request.

3) Special Items

i. Provide detailed floor plans that indicate the room location, wall types, door types, and storage configurations. Plans must be included in the project’s Design Intent Drawings.

ii. Fire sprinkler system drawings and specifications must be coordinated with ATF A/E requirements.

iii. If the structural floor load capacity exceeds 2,000 lbs, consultation with the Regional Structural Engineer is required prior to construction.

4) Notes to Lessor / A/E team

i. All design submittals must reflect compliance with the requirements of this section.

ii. Modifications to existing facilities must meet the same standards outlined for new construction unless otherwise approved by the ATF Physical Security Programs Branch.

iii. The lessor’s A/E team is required to review the Safety Guidance Bulletin to ensure the design aligns with additional safety requirements.

iv. Substitutions or deviations from these requirements must be approved by ATF A/E prior to finalizing construction documents.
