Dear Offeror:
The Federal Correctional Institution (FCI) Memphis located at 1101 John A. Denie Rd, Memphis, TN, 38134 is soliciting quotations under Request for Quote (RFQ) 15B11123Q00000020 for subsistence requirements FY2023, 4th Quarter.
Please read the RFQ carefully and include all information requested in your quote. Award date will be approximately June 1, 2023, with offers due by May 25, 2023, 2:00 PM CST. Fresh bread will be delivered weekly from June 1, 2023, through August 31, 2023, between the hours of 7:00 a.m. and 12 p.m. CST, excluding weekends and federal holidays. This solicitation is 100% set aside for small business FOB Destination. The contract type is a firm-fixed price. The Government reserves the right to make formal single or multiple awards. The Government will award to the responsible quoter(s) whose quote, conforming to the solicitation, is most advantageous to the Government based on price related factors and past performance per FAR 13.106-2(b)(3).
The solicitation will be made available on or before May 22, 2023, and will be distributed solely through the System for Award Management http://www.sam.gov. All vendors must be registered with the System for Award Management (SAM) @ www.sam.gov or the offer will be disqualified. The Government reserves the right to decide how payment will be made using either Electronic Funds Transfer (EFT) or Government Purchase Card. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this website. Interested parties are responsible for monitoring this site to insure they have the most up-to-date information about this acquisition.
All potential offeror(s) are advised that this solicitation includes the clause FAR 52.212-4 (Oct 2003) for Commercial Items, System for Award Management. This clause requires all contractors doing business with the Federal Government after September 30, 2003, to be registered in the SAM database. Offeror(s) MUST include their Unique Entity ID number in their offers. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardees Unique Entity ID number into the SAM database. As of January 1, 2005, all potential offeror(s) are required to complete the annual representations and certifications electronically via the On-line Representations and Certifications Application (ORCA), which should be completed at http://orca.bpn.gov. This information is included in this solicitation in the provision FAR 52.212-1 (Jan 2005) Instructions to Offeror(s) - Commercial Items. Once you have completed the ORCA requirement, you are no longer required to submit 52.212-3 Offeror Representations and Certifications with your quote. Failure to complete either of these registration procedures outlined in this solicitation, may result in elimination from consideration for award.
Offers shall be for the quantity and count requested on the RFQ. Vendors will be responsible for doing calculations that are outside of the specs listed on the RFQ.
Offers shall be received on or before the deadline via email, or mail. Award notifications will be made via e-mail so please include your e-mail address. See solicitation for deadline.

An original of your quote must be submitted no later than May 25, 2023, 2:00 PM CST. All communications regarding this RFQ may be made in writing to Christine Lindon, Regional Contract Specialist, via email at clindon@bop.gov.
The Contracting Officer is the only individual who can legally commit or obligate the Government to an expenditure of public funds should a contract result from this RFQ.
