BAA: FA8650-23-S-5012 Amendment 04
Amendment 04 Broad Agency Announcement Number: FA8650-23-S-5012
Materials for Integrated Nano-electronic and Optoelectronic Structures (MINOS)
The following sections are hereby amended as indicated below in bold and italics:
1. Under Part IV. Proposal and Submission Information, c. Technical/Management Proposal, i. Page Limitations, paragraphs f) is revised to read as follows:
“f) Pages shall be numbered starting with the cover page being Page 1, and the last page being no greater than Page 30 for the Basic IDIQ and no greater than 30 for T.O. 0001 and T.O. 0002. The page limitation does cover indices, photographs, (counted as 1 page for each
8.5 by 11 portion), appendices, and attachments when embedded within the proposal (not provided as an appendices and/or attachment to the proposal). The proposal page limit does not include resumes, tables, and/or charts when provided as attachments to the proposal.”
All figures, drawings, photographs, tables, charts, and resumes may be included as appendices and attachments. Appendices and/or attachments will not count against the 30-page limit for each Task Order Technical Proposal. When figures, drawings, photographs, tables, charts and resumes are incorporated into the body of the technical proposal it will count against the 30-page limit. Anything after page 30 of any technical proposal will be disregarded unless it is in an appendix. It’s up to each Offeror to decide how to best assemble their technical proposal while complying with the requirements stated herein.”

2. Under the section that reads IV. Proposal and Submission Information – 2. Content and Form of Proposal Submission – c. Technical/Management Proposal – ii. is revised to the following:
“ii. The Technical/Management proposal(s) for the Basic IDIQ, T.O. 0001 and T.O. 0002 shall include a discussion of the nature and scope of the research and the technical approach as well as a brief discussion of the qualifications of the proposed personnel not to exceed one paragraph. Additional information on prior work in this area, descriptions of available equipment, use of base support (if desired), data and facilities and resumes of personnel who will be participating in this effort should also be included as attachments to the technical proposal. These volumes shall include a SOW, as a separate document, detailing the technical tasks proposed to be accomplished under the proposed effort and suitable for contract incorporation. Do not include any proprietary information in the SOW. Refer to the BAA Guide for Industry referenced above to assist in SOW preparation. In addition to the contractor proposed SOW, a Government generated SOW attachment containing additional contracting requirements will be included in any resulting contracts. The SOW Supplemental Requirements are included in Attachment 4 to this BAA.”

3. Under the section that reads Overview Information, Communication Between Prospective Offerors and Government Representatives (page 2) is revised to the following:
“Dialogue between prospective offerors and Government representatives is encouraged until submission of proposals. Discussions with any of the points of contact shall not constitute a commitment by the Government to subsequently fund or award any proposed effort. Only Contracting Officers are legally authorized to commit the Government. All questions shall be addressed in writing to the primary POCs before the BAA proposal due date. The cutoff date for questions is 24 March 2024. After submission of a proposal, questions should be addressed to the Contracting POC only.”
