2. Findings.

Description of Supplies or Services:

This task order acquires contractor support for the U.S. Air Force strategic vision to operate more effectively and efficiently through the transformation of legacy “stove-piped” environmental, safety, and occupational health management systems to a single integrated management system, and the institutionalization of services that may be required to achieve U.S. Air Force transformation goals. It includes the implementation of Enterprise Environmental Safety and Occupational Health Management

Information System (EESOH-MIS) with user training; migration of data into EESOH-MIS from legacy systems; full service Help Desk assistance for EESOH-MIS users; and sustainment of the EESOH-MIS application software for improvements, downward directed mandates, correction of deficiencies, conformance with changing standards, development of interfaces with other systems, and unit and integration testing. EESOH-MIS is a joint program that supports the U.S. Air Force and U.S. Army.

Contractor’s Information:

Contractor Name: CACI, Inc. – Federal

Address: 14370 Newbrook Drive

City, State, Zip Code: Chantilly, VA 20151-2218

CAGE Code: 1QU78

Exception to Fair Opportunity:

FAR 16.505(b)(2)(i)(C). The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.

Justification Rationale:

The client, HIBD-CE, must maintain the continuity of the EESOH-MIS program to ensure success of the

Civil Engineer (CE) mission. The current task order, 4QDA57110070, was originally competitively awarded as an Alliant order on 08/31/2011 (start date of 09/01/2011) and ends on 06/30/2016. HIBD-CE has been pursuing a re-compete in-house via the U.S. Air Force NETCENTS II contract. However, unplanned delays to that acquisition process have made a 6-month extension of service to

4QDA57110070 necessary to support critical EESOH-MIS software production releases and allow an orderly transition to a new contractor.

An award of a 6-month extension of service to the current contractor is in the interest of economy and efficiency. This contractor has been performing the task order requirements for the past five years and has knowledge of and experience with the EESOH-MIS program that includes: support for U.S. Air

Force Implementation and Training, Data Migration, Application Training, EESOH-MIS Sustainment, Help Desk, Software Development, Testing Support, and optional items (Automated Regression Testing, Data Integration, Baseline Change Request (BCR) Maintenance, U.S. Army Implementation and

Training). This also makes the contractor most qualified to transition contractor support services to a new contractor. No other company possesses this level of knowledge and experience, which accrues to the significant benefit of the Government. A different contractor would face a daunting challenge to reach this level, which would cost time and money and increase cost, schedule, and performance risk related to the implementation, sustainment, and maintenance of the EESOH-MIS program.

A critical part of the EESOH-MIS effort is the production release process. As it pertains to the releases, the work to be performed is a logical follow-on to work previously performed. Production releases are an on-going process that is integral to the EESOH-MIS program, and HIBD-CE has several scheduled so releasing all of the currently planned production releases is critical for the stability of the EESOH-MIS program.

An orderly transition to a new contractor is absolutely necessary to retain EESOH-MIS program stability and keep production releases on-track. The current contractor must take in-work releases to a stable point for hand-off to the new contractor; create copies of the EESOH-MIS development, test, and training environments (both data and code); complete all on-site data migration conversions to take the data live in EESOH-MIS; close, if possible, or fully document open Help Desk tickets and transfer the ticketing system to the new contractor; capture and transfer open ad-hoc reporting scripts to the new contractor;

and back up all remaining data on GFE (Government Furnished Equipment) servers, shut the servers down, and ship them to the Government for use in the U.S. Air Force Capabilities Integration

Environment (CIE) that is hosted at Maxwell AFB-Gunter Annex, Alabama.

Market Research:

Market research has been conducted for this 6-month extension of service. A Request for Interest (RFI) to determine if other sources existed that could provide the level of service required to support the agency’s mission beginning on 07/01/2016 without the need for a transition period was issued to all 57

Alliant contract holders via GSA’s e-Buy application on 03/16/2016. The RFI included substantial details regarding the task order performance requirements as well as the Government’s estimated workload projection. Responses were received from these eight (8) vendors:

• International Business Machines

• Indus Corporation

• Science Applications International Corporation

• BAE Systems Information Solutions Inc.

• Information Innovators Inc.

• SERCO Inc.

• SGT, Inc.

• Wyle Information Systems, LLC

Seven vendors responded with “No Quote,” which indicated that they do not possess the capability to perform these services as required. One vendor responded that they could not support the requirement.

Other Supporting Facts:

HIBD-CE is moving towards a September 2016 award date for the re-compete of contractor support for the EESOH-MIS program via the NETCENTS II contract. A draft Request for Interest (RFI) was released on December 28, 2015.

An Industry Day was held on May 26, 2016. Quotes were requested on June 15, 2016, and the bidding period ends on July 14, 2016.

The planned start date is September 30, 2016 followed by a transition period to the new contractor.

HIBD-CE recognizes that this is a very aggressive schedule, but a 6-month extension of the current GSA task order (4QDA57110070) will mitigate the acquisition timeline risk and transfer of work while ensuring there is no break in contractor support. HIBD-CE anticipates a lengthy transition period due to the complexity of the work performed as well as the need to transfer significant hardware and software

Government furnished resources to the U.S. Air Force. The EESOH-MIS program will experience a significant break in contractor support if the U.S. Air Force fails to award the re-compete in a timely manner because a 6-month extension is the maximum available under the current task order.

Statement of Actions to Overcome Barriers to Competition:

HIBD-CE is pursuing a competitive award via the U.S. Air Force NETCENTS II contract. The basic

NETCENTS II contract was a full and open competition.

3. Determination

FAR 52.217-8, Option to Extend Services, states that, “the Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor.”

This task order was awarded competitively and the pricing for all periods of performance was considered acceptable at the time of initial award. The contractor has offered the same labor rates and discounts for this extension of service as Option Year 4 (OY4). The Contracting Officer has analyzed the offered rates and discounts and, in accordance with FAR Subpart 16.505(b)(2)(ii)(B)(5), determined that the anticipated cost to the Government is fair and reasonable.

Based on the above facts, it is Contracting Officer’s determination that the above referenced exception to fair opportunity is required and in the Government’s best interest to fulfill the required acquisition.
