Federal Acquisition Service Assisted Acquisition Services Southeast Sunbelt Region

GEOINT, MASINT & GETS Systems and Applications Support
1. Requiring and Contracting Activity
a. Requiring Activity: U.S. Army Intelligence and Security Command (INSCOM)
513th Military Intelligence Brigade Fort Gordon, GA 30905
b. Contracting Activity: General Services Administration Federal Acquisition Service Assisted Acquisition Services Division 401 West Peachtree St., NW Suite 2700 Atlanta, GA 30308
c. Contracting Officer: Ryan Byrd
d. Task ID: 4QBG21112016
e. Estimated Value:
f. Contract Vehicle: GS-35F-0275K, GSA Schedule 70, SIN 132-51
g. Period of Performance: Extension of Services Option Period 17 March 2016 - 16 September 2016
2. Nature and/or Description of Action:
The mission of the 513th Military Intelligence Brigade is to function as an Echelon-Above- Corps multi-discipline intelligence unit. The Integrated Geo-Spatial Intelligence (GEOINT) Division is currently charged with providing timely and actionable information and intelligence support primarily to the
The specific mission focus of this requirement involves conduct of operational Advanced Geo- Spatial Intelligence (AGI), Unattended Ground and Unattended Measurement and Signature Intelligence (MASINT) sensors, Geospatial Enterprise TCPED Service (GETS) Systems and Application Support and development of new automated technical capabilities to satisfy the supported commanders’ stated requirements.
Task Order 4QBG21112016 was awarded on 04 March 2011 with a base period of performance of 17 March 2011 to 16 March 2012, and four annual options for an additional performance. In addition, the task order solicitation and award included the clause FAR 52.217-8; Option to Extend Services; allowing for the option to extend the task order up to a maximum of an additional six (6) months. The nature of this action is to secure authority to continue support by exercising the Option to Extend Services clause, 52.217-8, via a task order modification. The Government is preparing to issue an extension of four (4) months for the period of performance from 17 March 2016 through 16 July 2016, with the possibility of requiring an additional two (2) one (1) month extensions, from 17 July 2016 through 16 September 2016, for a total of six (6) months. This extension will allow for continued performance while follow-on task orders are being awarded. INSCOM is in the process of awarding a mandatory-use task order for the of the current scope of work being performed under GSA task order 4QBG21112016. The INSCOM task order was expected to award prior to the completion of task order 4QBG21112016;
however, in early the INSCOM Acquisition Center’s (IAC) contracting authorities were transitioned to the Army Contracting Command (ACC) and HCA authority to the Army Materiel Command (AMC). IAC will now be required to obtain acquisition approval from ACC and AMC, which is estimated to delay the task order award by approximately 120 days. Due to these unexpected circumstances beyond the control of contracting office, the award of the INSCOM task order is now anticipated to be awarded on or before 01 July 2016. Additionally, GSA is in the process of awarding a follow-on task order to 4QBG21112016, with the exception of the of the current requirement since it is being transferred to the INSCOM task order. Based on projected negotiation and review times, the estimated award date for the GSA follow-on task order is
. Therefore, exercise of this extension will prevent a lapse in coverage in relation to the follow-on task order to 4QBG21112016 and additionally allow for a smooth transition of the to the INSCOM task order.

4. Authority and Supporting Rationale
FAR 8.405-6(a)(1)(i)(B)– Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
The requiring activity’s minimum needs and required levels of service can only be satisfied by the incumbent contractor until the follow-on task orders are awarded and the succeeding contractors are fully operational. There are two primary factors contributing to the need for continued performance of these services under the current task order by use of the Option to Extend Services clause.
First, INSCOM was directed by Army/DoD to establish a mandatory use ordering vehicle for its intelligence services that are currently being provided under multiple contracts/orders and being performed by multiple vendors. As a result, INSCOM awarded the Global Intelligence Support Services (GISS) multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract in September 2014. In order to capitalize on efficiencies and minimize requirement overlaps, INSCOM is in the process of transitioning all of their under the GISS contract. Therefore, approximately two-thirds (i.e.
of the current requirements being performed under GSA task order
4QBG21112016 are being removed from the follow-on requirement being worked by GSA and being transitioned to the GISS contract as a new task order. As this portion of the effort requires the incumbent contractor is currently the one source that can immediately satisfy the requirement. Once the new competitive INSCOM GISS task order awards, the contractor will be required to obtain these . However, INSCOM cannot afford a break in coverage, and since the new INSCOM GISS task order is not scheduled to award until the incumbent contractor is the only capable source to perform the requirement in the interim without experiencing unacceptable delays in fulfilling the agency’s requirements. Any contractor, other than the incumbent, would take approximately 30 days to reach the full performance level required. There is insufficient time to plan, solicit and award a new contract/task order in time for a 30 day transition period to begin by so that the new contractor would reach a full performance level by . Therefore, an extension to the current task order is required to maintain a full operational performance level until the can be fully transitioned to the new INSCOM GISS task order.
Second, GSA is in the process of awarding a follow-on to task order 4QBG21112016 for the remaining one-third (i.e. ) of the current requirement. Although the requirement has been competed in the past and will continue to be competed in the future, a transition period is necessary in order for a subsequent contractor to be familiarized with the requirement. Therefore, it is imperative that the incumbent contractor remain in place until the follow-on task order to 4QBG21112016 has been awarded. This follow-on effort is projected to be awarded by and a 30 day transition period is required in the event the successor contractor is not the incumbent. Therefore, an extension to the current task order is required until the follow-on task order for the is awarded and the subsequent contractor is fully operational.
It is extremely important that the incumbent contractor remain in place during this extension period as the support provided by this requirement is critical to the continued operations of
INSCOM.
5. Contracting Officer Determination – Best Value:
The cost estimate is derived from the current contracted effort managed by GSA/FAS/AASD.
In accordance with FAR 52.217-8, Option to Extend Services (Nov 1999), services during the extension will be within the limits and at the rates specified in the contract. The extension will immediately follow the Option IV period of performance; therefore, the limits and rates negotiated for Option IV will be used to establish the price for the extension period. The rates for Option IV have previously been determined fair and reasonable and will be used as a basis for price analysis of the extension period.
6. Market Research:
The Government conducted market research to support the decision to extend services IAW FAR 52.217-8, determining the use of this option to be in the best interests of the Government given the circumstances detailed above. A Request for Information (RFI) was posted to FedBizOpps on 05 February 2016 seeking interested contractors who could meet the PWS requirements without requiring a transition period. No positive responses were received in response to the RFI; therefore, these results support the Government’s initial belief that a new contractor cannot perform this work without a transition period. It is determined that the incumbent is the only one capable of performing during this extension period without significant impacts to the Government’s mission through unacceptable delays in bringing a new contractor up to a fully operational performance level.
7. Other Supporting Facts:
The proposed extension would ensure continuation of services. The requiring activities minimum needs and required levels of service can only be satisfied by the incumbent contractor until the follow-on task orders are awarded and the subsequent contractors are fully operational. An extension to the current task order is the only way to avoid a lapse in coverage and maintain full operational performance of the required services. There is zero possibility both (INSCOM and GSA) task orders will be awarded before 16 March 2016 in order to enable full transition of the current services to new task orders by the current deadline.
8. Statement of Actions to Overcome Barriers to Competition:
The follow-on task order GSA is currently working for the will be competitively solicited against the GSA Alliant GWAC. Award will be made to the awardee that represents the best value to the Government as detailed in the solicitation.
