From: General Services Administration

Subject: Request for Information (RFI) #4QBG21112016; GEOINT, MASINT & GETS Systems and Applications Support– Intent to Exercise Extension Clause FAR 52.217-8.

The General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services Division (AASD), on behalf of the 513th Military Intelligence Brigade at Fort Gordon, GA, is preparing to issue an extension of two (2) months for the period of performance from 17 March 2016 through 16 May 2016, and include an additional four (4) one (1) month options from 17 May 2016 through 16 September 2016 for a total of six (6) months, in accordance with the attached Performance Work Statement Section 1.5 - FAR 52.217-8, Option to Extend Services (Nov 1999).

This RFI is specifically issued to determine if any contractors exist who can perform the requirements listed in Sections 3.0, Performance Requirements, in the attached PWS under with no transition period by 17 March 2016. It is believed that no new contractor can perform this work without a transition period. If there are any contractors who feel they can provide the requirements in Section 3.0 of the PWS, please provide specific technical information per each PWS Section on how you could perform the work by 17 March 2016, and brief descriptions of recent and relevant projects for tasks similar to those identified in the PWS. The Government is seeking more than a simple rehashing of the PWS, but instead is looking for a detailed description of how you can provide the services and be at a full performance level on day one without a transition period. If this information is not received by 09 February 2016 GSA will consider that no contractor is capable of providing this support without a transition period and will proceed with an extension of services under FAR 52.217-8.

Task Order 4QBG21112016 supports the 513th Military Intelligence Brigade to provide technical and analytic support, and assist with information technology related logistic, programmatic, training, and management support for GEOINT operations. Contractor must perform algorithmic interpretation of all Advanced Geo-spatial and Measurements and signatures intelligence (AGI/MASINT) related disciplines and products produced by the 513th MI BDE Integrated GEOINT Division. Sub-disciplines include but are not limited to synthetic aperture RADAR, thermal, spectral, electro-optical, Full Motion Video, seismic, acoustic, infrared, non-imaging infrared. Inclusive of this effort are developmental and experimental collection systems and related technologies. Contractor shall provide IT systems engineering and design, Web server development, and data base development and administrative support for a variety of programs and initiatives within the intelligence community. Contractor shall possess comprehensive understanding of local and national network architecture and system integration related to National to Theater (NTT) AGI processing, exploitation and dissemination (PED). Included in this effort is support for the development and fielding of new automated Advanced Geo-spatial Intelligence (AGI) technologies for the 513th MI Brigade in support of US Central Command (USCENTCOM), US Special Operations Command (USSOCOM/SOF) and Joint Special Operations Command (JSOC) information requirements.

The services covered under this task order were competitively awarded on 04 March 2011. The GSA Schedule 70 task order 4QBG21112016 included a base period of one year, and four (4) one-year option periods, for a total of five years, which is consistent with the policy at FAR 17.204 and GSAM 517.204. In addition, the task order solicitation and award included the clause FAR 52.217-8; Option to Extend Services; allowing for the option to extend the task order more than once, up to a maximum of an additional six (6) months.

The proposed effort ensures continuation of essential services. The incumbent currently provides critical Geospatial Intelligence (GEOINT) support to several commands conducting combat operations or theater engagements in strategic locations. The incumbent staff is directly supporting military commanders conducting contingency operations in Afghanistan and Iraq, as well as many other ongoing operations and daily intelligence requirements. The analysts have extensive experience with the varied targets associated with each of the commands and produce high quality products based on the commands’ preferences. The Government believes if another contractor attempted to assume the GEOINT analytical support requirements without a transition period, it would result in degraded mission support that would directly affect the decision making in these vital commands. An immediate absence (without a transition) of the current contractor management team and the accompanying support structure would create a familiarity and experience void that would be extremely disruptive to the mission.

The Government is currently in the pre-solicitation phase of the competitive follow-on and will require an additional two (2) to six (6) months procurement time. Changing strategy from the GSA Schedule 70 to Alliant GWAC has caused delays in the award of the competitive follow-on. It is believed that an award to another source other than the incumbent at this juncture, without a transition period, would be detrimental to the mission success in these vital areas.

There is no commitment by the Government to issue a solicitation as a result of this RFI. In accordance with FAR 15.202, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review.
