Enterprise Supply Chain Solutions (ESCS)
Request for Information
Overview
This Request for Information shall not be construed as a solicitation or as an obligation on the part of the General Services Administration. The purpose of this Request for Information is to seek the availability and capability of vendors who are interested in providing dispensing solutions for office supplies, tools, and industrial products.
One location under consideration is GSA Headquarters at 1800 F Street, NW, Washington, DC, with the potential opportunity to expand business to other Government facilities. In an effort to support these requirements and consolidate purchasing, GSA is considering entering into two (2)
Blanket Purchase Agreements (BPAs) to provide dispensing solutions, one for office supplies and the other for tools/industrial products. The competition and scope of the BPAs will encompass Multiple Award Schedules (MAS) 75 and 51V. MAS 75 and 51V vendors who may not be able to meet the full requirements of the BPA are encouraged to work with other Schedule contractors to form teams capable of performing these requirements via Contractor Teaming
Arrangements (CTAs).
Objective
The goal of these BPAs is to have products stocked in a vending machine, via vendor-owned/vendor-managed inventory, for sale to Government customers.
The vendor selected will be provided with vending machine space on each floor and will be required to load machines and maintain inventory. Floor managers (GSA personnel) will process sales. GSA reserves the right to integrate the vending solution with GSA’s point-of-sale system or to require the vendor placing the equipment to meet criteria defined to pass data from dispensing equipment to a translator portal.
Bulk storage space for inventory will be made available. The vendor will be responsible for ensuring that HSPD-12 clearance is complete for any personnel and delivery drivers – the
Government will provide for any necessary clearances above that level. The target date is JAN
2014.
If issued, the BPAs will not exceed the term of the MAS contract period. The BPAs will be issued in accordance with Clause I-FSS-646-A of the Vendor’s GSA FSS contract. All products provided under these BPAs shall be available under a current and valid MAS contract. The term of the BPAs cannot exceed the expiration of your MAS contract. The terms and conditions of the Vendor’s MAS contract will remain unchanged except for the requirements listed within the
BPAs. GSA will retain the right to unilaterally select the items to be offered for sale from a
MAS Contractor offering its entire catalog, ensuring that the items selected for sale do not conflict with other GSA program goals relative to AbilityOne and UNICOR.
Under this BPA, the Vendor will provide the customer with office supplies, industrial type products and tools that include the following, but not limited to:
Power Tools and Accessories
Hand Tools
Hardware
Safety Products
Precision Tools and Equipment
Tooling Components
Plumbing
Electrical
HVAC Equipment and Accessories
