The space must include 88 surface parking spaces and comply with Government requirements for fire safety, accessibility, seismic standards, and sustainability. A fully serviced lease is required, and the space cannot be located in the 1-percent-annual chance floodplain. The Government will not consider subleases or new construction options. The lease term is 120 months total with a 60-month firm term, with occupancy targeted for March 1, 2027. The Government currently occupies space in Parsippany under an expiring lease and will evaluate alternatives based on economic advantage, considering relocation costs including physical moves, tenant improvements, and telecommunications infrastructure replication.

Expressions of interest must be submitted by September 18, 2026, to GSA Authorized Broker Contractors Gerrit Voogt and Bill Korchak at JLL. Required submissions include building name and address, offeror contact information, available ABOA and rentable square footage by floor, asking full-service rental rates per square foot inclusive of standard GSA warm-lit shell, and operating costs per square foot. Submissions by representatives other than owners or managers must include written ownership consent. A Request for Lease Proposal (RLP) package containing detailed rules, regulations, and specifications will follow this presolicitation notice. Entities must also comply with Section 889 of the FY19 National Defense Authorization Act regarding telecommunications prohibitions as implemented by the Federal Acquisition Regulation.
