DOS-NBO-POL-FY20-0001
July 10, 2020 Strengthening Community Capacity and Government Coordination in Preventing Radicalization and Terrorist Recruitment: Q and A
Q: Please clarify about page limits for the proposal itself, not including attachments or annexes. The guidance stipulates a 20-page limit. Is the Project Monitoring Plan part of either the proposal or the attachments? Either way, we would like to know how this impacts the page limit requirements for both the proposal and annexes.
A: The guidance states the Project Monitoring Plan should be part of the attachments, and therefore is not included in the proposal narrative’s 20-page limit.
Q: Please clarify about attachment page limits. The guidance stipulates a 10-page limit for attachments. We are wondering: a) whether the 10-page limit applies to each separate annex or all mandatory attachments combined. When the answer is ‘all attachments’; b) whether the 10-page limit applies to the mandatory attachments only or all attachments an applicant wishes to submit.
A: The 10-page limit applies to all attachments combined. Applicants may include supplemental attachments if space permits.
Q: Should the risk analysis be included in the attachments section? It is not explicitly listed in the Notice of Funding Opportunity.
A: The risk analysis may either be included in the proposal narrative or in the attachments.
Q: Will cross-border (Kenya-Somalia) programmatic engagement be allowed if, through implementation, we find evidence that such engagement can benefit or bolster Objective 2 outcomes?
A: The program is intended only to be carried out within the territorial boundaries of Kenya.
Q: Will actors/influencers associated with Mandera County be approved for programming as part of this effort?
A: Applicants are welcome to include actors/influencers from any part of Kenya in their proposals, but the primary focus area of this grant is Garissa and Lamu counties.
Q: Can I submit a funding request for only one county?
A: We refer you to the wording of the Notice of Funding Opportunity for all requirements in submitting a proposal.
Q: Regarding Objective 2, when you refer to increasing trust and collaboration between community members, are you referring to community members in Lamu and Garissa, respectively, or to increase trust and collaboration between inter-county communities?
A: Applicants are welcome to offer program designs that aim to strengthen trust and collaboration between communities across county boundaries, but this is not a requirement.
Q: The Notice of Funding Opportunity calls for substantive cooperation between community stakeholders and security services, but the Leahy vetting section says that security personnel should be excluded from training. Does this program allow for coordination with, but not the training of, security forces?
A: The Leahy Vetting Requirement should read, “However, as noted below, training or assistance to foreign military forces is not permitted under this award." Amendment 1 to the Notice of Funding Opportunity has been issued for clarity. Applicants may propose training or assistance to civilian security forces, however Leahy vetting is required for any training or assistance to any such civilian security force.
Q: I lead a registered Kenyan non-government organization that has never implemented a program for the U.S. government. How can I apply for this grant?
A: Please refer to the Notice of Funding Opportunity for information on required registrations necessary to submit an application.
Q: I have requested for an NCAGE/CAGE code but have not received it yet. Is there another way of getting the code?
A: Unfortunately there is not.
Q: Should applications focus on one or both of the objectives found in the Notice of Funding Opportunity?
A: We refer you to the wording of the Notice of Funding Opportunity for all requirements in submitting a proposal.
Q: Given receipt of funding, does it comport with U.S. Department of State rules to reimburse participants in project activities for transportation and other costs incurred as a result of participation in program activities?
A: As required by 2 CFR 200, all costs must be reasonable, allocable, and allowable.
Q: Given receipt of funding, does it comport with U.S. Department of State rules to provide sub-grants to implementing partners?
A: Yes, sub-grants may be proposed. As required by 2 CFR 200, all costs must be reasonable, allocable, and allowable.
Q: We were hoping for clarification about sub-contracting. In addition to consortium partners, the proposal may include sub-contractors some of whom could remain under 25k per annum and others above. To what extent does each and every sub-contractor need a DUNS?
A: Sub-recipients are required to be registered in SAM.gov, prior to execution of sub-agreements. There are limited exceptions provided under 2 CFR 25.110.
Q: Does the U.S. Department of State have guidelines or a template for the “Theory of Change” section of the application?
A: We do not.
Q: In relation to Objective 2, does the U.S. Department of State consider judges, prosecutors, and associated staff to be “local government and security actors"?
A: Yes.
