About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for the procurement of a Kaeser Rotary Blower, Model EB 421 C, a 40-horsepower aeration blower. The purchase requisition number is 61200PR260044951, and the estimated total value is over the micro-purchase threshold but below the Simplified Acquisition Threshold (SAT). The justification is issued under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12, with a Brand Name restriction selected as the justification type. The blower is a mission-critical component for the activated sludge wastewater treatment plant at U.S. Coast Guard TRACEN Petaluma, where it provides a continuous, precisely controlled oxygen supply essential for the biological sewage treatment process.

The Kaeser EB 421 C blower is essential because TRACEN Petaluma's wastewater treatment plant was specifically designed and built to utilize this make and model. Market research confirms that while other manufacturers produce similar 40-horsepower blowers, they are not physically or functionally interchangeable with the installed Kaeser units. Introducing a different brand would require significant modifications to facility infrastructure, including piping, mounting platforms, electrical connections, and SCADA control systems, resulting in extended operational downtime and unacceptable regulatory and operational risk. To maximize competition within necessary constraints, the requirement will be competed as a Brand Name Only solicitation open to all authorized domestic Kaeser distributors rather than a sole-source award. The suggested source is Kaeser Compressors, Inc., located at 271 Opportunity Street, Suite D, Sacramento, CA 95838 (UEI: JL1HW7V141B5). Fair and reasonable price determination will be based on market research and comparison to the Independent Government Cost Estimate (IGCE).

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

The Kaeser EB 421 C blower is essential to the Government's requirements, justifying a Brand Name Only restriction under FAR 6.302-1(c).

TRACEN Petaluma’s wastewater treatment plant is an established system designed and built to utilize this specific make and model. Market research confirms that while other manufacturers produce similar 40-hp blowers, they are not physically or functionally interchangeable with the installed Kaeser units.

Introducing a different brand would require significant and costly modifications to the facility's existing infrastructure, including piping, mounting platforms, electrical connections, and SCADA control systems. These modifications would result in extended operational downtime for this mission-critical facility, posing an unacceptable regulatory and operational risk to the installation.

Market research indicates that Kaeser distributes its equipment through a limited network of four authorized distributors in the United

States. To maximize competition within these boundaries, this requirement will be competed as a Brand Name Only solicitation open to all authorized domestic Kaeser distributors in accordance with FAR 11.105, rather than a sole-source award to a single local distributor. This approach ensures compatibility, maintains parts interchangeability, and avoids duplicative engineering costs while preserving federal procurement competition requirements.
