About this file

This document is a justification for a sole source contract award. The US Coast Guard SMTC intends to procure a yearly maintenance contract from Inveris Training Solutions for all of its BLUEFIRE line of weapons systems and simulators. The justification for a sole source award is that Inveris Training Solutions is the only source that can provide maintenance and support for the proprietary weapons systems and software, which are not compatible with any other training solutions and would require a complete overhaul of the existing facility to switch to an alternate provider. The sole source contract would be for a one year base period plus three one-year options, and is valued at $71,745. The simulators are used for approximately 700 hours of training annually across various law enforcement and Department of Defense courses for 300 students.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b)

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. Do not use marketing language in this document. Language such as “This company has made its mark,” “This company is recognized as industry’s best,” and “This company is the leader in…” is unacceptable.

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE.

SMTC intends to procure on a sole source basis a yearly maintenance contract on all inveris weapons systems for the SMTC simulator systems. SMTC will execute one year base period with the option to execute up to three years.

UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER

SUPPLIES OR SERVICES CAN BE USED.

All equipment in possession of SMTC are proprietary to Inveris Training Solutions and is not compatible with any other training systems.

A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY

POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE).

Market research shows equipment and software are proprietary to Inveris Training Solutions.

All other open market systems are not compatible with existing equipment at SMTC.

Only one responsible source and no other supplies and services will satisfy agency requirements.

This system is required for the instruction of FORCECOM “C” school resident training hosted at the SMTC. These courses directly support current and future operational requirements used both CONUS and OCONUS Law enforcement and OCONUS Department of Defense combat operations and total over 700 hours of usage per FY.

Approximately 300 students will utilize the system for advanced weapons training or 44% of total student throughput at the SMTC.

REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.

Existing technology for simulated training environment exists, however these other systems would require a complete overhaul of the existing training facility located in the simulator building and will require extensive training for qualified operators.

A Total and complete new system and software is the only other option with those costs exceeding the costs of an extended warranty.

EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL

AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.

Inveris Training Solutions currently are the only manufacturer to service their BLUEFIRE line of weapons through their patented DATA LINK SYSTEM. The firearms, source code for software and firmware are proprietary.

PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY

BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.

The cost of simulator technologies continues to evolve and present the user with new and unique training opportunities. However, security and new innovations have costs associated with the acquisition process. The costs and security are high obstacles we may need to remove or overcome.
