About this file
This document is a Justification for Other Than Full & Open Competition (J&A) for a Canvas Learning Management System (LMS) subscription for the U.S. Coast Guard Academy. The sole source justification details the procurement of Canvas, a web-based eLearning technology, with an estimated amount of $37,332.00 under Simplified Acquisition Procedures (SAP). Key justifications include Canvas being DIACAP and FISMA compliant, authorized for use within the Department of Homeland Security, and that migrating to another LMS would be prohibitively expensive and complex, potentially jeopardizing the Coast Guard Academy's mission. The document indicates an annual review of LMS requirements will be conducted to assess future competitive options, with the procurement signed by Kevin Hornung, Deputy CIO, on 18 March 2025.

SIMPLIFIED ACQUISITION PROCEDURES (SAP)
Justification For Other Than Full & Open Competition (J&A)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT.
STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. THE CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:
PURCHASE REQUEST OR REQUISITION NUMBER
CANVAS
PROJECT/TASK NUMBER
ESTIMATED AMOUNT (Over Micro-Purchase Threshold, but up to the Simplified Acquisition Threshold) $37,332.00
BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE
CANVAS is a software application or web-based technology used to plan, implement and assess a specific learning process. It is used for eLearning practices and, in its most common form, consists of two elements: a server that performs the base functionality and a user interface that is operated by instructors, students and administrators.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES
CAN BE USED.
This is not the only company that supplies this service; however, CANVAS is DIACAP and FISMA compliant and has the authority to operate within DHS. Also, the cost and man hours associated with switching to another product would be astronomical. This web-based technology allows staff, faculty and cadets to interact at anytime and anywhere.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES
CANVAS is not the only LMS company, however, to migrate is another LMS is a long endeavor that requires Academic review and approval. Additional time and money would be required to move all classes and configuration in which another vendor would be hired for the migration. Moving away from D2L could jeopardize the mission here at the Coast Guard Academy.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN
COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
To move off our current LMS, CANVAS, there would have to be a full product review with a review committee. This committee would have to review all requirements needed in an LMS and review possible choices that would meet the mission. Once the new LMS is chosen a migration team or company would need to move the existing information to the new LMS. Additional we would have to pay for 2 LMS’s while we are making the migration, making any move prohibitive.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO
COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED
A review of LMS requirements reviewed annually to determine if a new LMS is needed that would be a better fit to meet mission.
