BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

The United States Coast Guard Academy requires snow hauling and disposal services to remove excessive accumulated snow from roadways, parking areas, sidewalks, and operational areas throughout the installation.

Accumulated snow has exceeded on-site storage capacity and is creating unsafe conditions including:

Restricted emergency vehicle access

Reduced parking availability

Obstructed pedestrian routes

Limited visibility at intersections

Increased slip, trip, and fall hazards

The contractor shall provide all labor, equipment, and supervision necessary to load, transport, and dispose of snow at Government-designated disposal locations along the Thames River waterfront within USCGA property.

The Connecticut Department of Energy and Environmental Protection (CT DEEP) has authorized emergency in-water snow disposal upon submission of notification.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

The Government is soliciting a quotation from one source due to the urgent and time-sensitive nature of the requirement and the need to restore sanitary sewer service immediately to prevent further sewage backup, facility damage, and potential health/safety impacts.

This justification is prepared in accordance with:

FAR 13.106-1(b)(1)(i), which states:

“For purchases not exceeding the simplified acquisition threshold, the contracting officer may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.”

Soliciting from a single source is justified due to urgent operational requirements and limited contractor availability during extraordinary winter conditions.

Specifically:

Delay in removing accumulated snow would significantly impair installation operations and increase safety risks.

During regional snow emergencies, the availability of contractors with immediately deployable equipment is extremely limited.

Only contractors with:

The Government will determine price reasonableness using the Independent Government Estimate (IGE), historical pricing for similar work, and comparison to commercial pricing as available.
