About this file

This is a Justification for Other Than Full and Open Competition document for a General Services Administration (GSA) real estate lease succeeding action.

The U.S. General Services Administration's Public Buildings Service is seeking to negotiate a succeeding lease with the incumbent lessor for 24,200 rentable square feet (RSF) of office and related space for the Customs and Border Protection (CBP) agency in Mobile, Alabama. The current lease expires September 9, 2026, and the requirement is for 21,780 ABOA/24,200 RSF for 15 years, with a 10-year firm term commencing September 10, 2026. The lease is being pursued without full and open competition under the sole source authority of 41 U.S.C. 3304(a)(1) and GSAR 570.402, based on the determination that relocation would result in substantial duplication of costs not recoverable through competition. The delineated area is bounded by Beauregard Street, N. Water Street, Canal Street, and Broad Street. No vacant federal space is available for this requirement.

The GSA Lease Contracting Officer determined that remaining at the current location is in the Government's best interest due to significant relocation costs and the ability to leverage existing tenant improvements. Market research was conducted May 4, 2026, using CoStar and local broker outreach, identifying potentially acceptable alternative locations within the delineated area. An advertisement was posted on the Contract Opportunities domain of SAM.gov on December 1, 2025, for 21 days. The proposed rental rates are within current market range and deemed fair and reasonable. One source, 150 N. Royal St, expressed interest in the acquisition. The justification was approved by the GSA Lease Contracting Officer, certifying that the award is in the Government's best interest.
