Alaska Training and Technical Assistance Notice of Funding Opportunity

Questions & Answers May 1, 2020

This document summarizes questions submitted to the Denali Commission in writing and questions asked on a statewide informational call regarding the Alaska Training and Technical Assistance Notice of Funding

Opportunity. Denali Commission staff summarized the questions and responses for all potential applicants.

We are designated as a State of Alaska non-profit corporation. In the Notice of Funding Opportunity, it indicates a preferred organizational status of a federal 501(c)(3) non-profit organization. Will my State of Alaska non-profit Certificate of Authority count towards the preference?

Yes, the Denali Commission will count the State of Alaska non-profit status towards the preference. An organization could have a federal and/or state non-profit designation. Both, in any combination, make an organization eligible for the preference.

How do you envision the role of the technical assistance provider, the Tribes, and the Denali Commission?

The training and technical assistance provider will lead the process and communication with Tribal communities.

The Denali Commission intends to work in partnership with the Alaska Training and Technical Assistance provider. The Denali Commission expects the relationship to evolve, change, and improve the process.

The Denali Commission is in an inter-agency agreement with the Department of Justice. This is a new program for the Denali Commission. It may evolve and requirements may change. In part, the Notice of Funding

Opportunity is a cooperative agreement because of the potential for these changes. As an example, we know there may be changes with the Performance Management Tool. These changes will affect the Denali

Commission and the training and technical assistance provider. A cooperative agreement allows for these types of changes in partnership with the training and technical assistance provider.

Are private, for-profit businesses eligible to apply? No

Appendix A lists previous grantees. In some cases, the grantee may have multiple communities under the lead grantee. Can they apply for the micro-grants?

At this time, the Denali Commission is working from this list of communities. If they are not on this list, they are eligible to apply for the micro-grant program. This could change if the Department of Justice tells us otherwise.

Will there be an extension for the Alaska Training and Technical Assistance Notice of Funding

Opportunity? No

Who do you expect to apply?

We expect applications from multiple organizations, but we don’t know who will apply.
