About this file
This document is an Addendum No. 1 for a Fire Department Uniforms solicitation (Solicitation No. FR5-200-4935) issued by the City of Chandler, Arizona on September 12, 2025. The addendum addresses eleven frequently asked questions from potential vendors regarding the uniform procurement, with clarifications on various aspects of the uniform requirements. The city is seeking a uniform supplier for the Chandler Fire Department, with flexibility in product offerings, including both NFPA-compliant and non-compliant options across various garment types such as t-shirts, polo shirts, and outerwear.
Key details include the city's openness to vendor proposals for station uniforms without strict part number specifications, requirements for an online ordering/management system with real-time tracking of purchase history and allowances, and color specifications (navy blue for standard items, royal blue for specific items like t-shirts and polo shirts). The city wants vendors to provide various embellishment methods, with embroidery reserved for outerwear and polos, and screen printing or DTF methods suitable for t-shirts. Vendors are expected to offer additional brand offerings at discounted rates beyond core uniform items and provide details on alteration services, whether performed in-house or outsourced.

Addendum No. 1
This Addendum No.1 is released to address frequently asked questions. Q refers to the Question, A refers to the answer provided. If any provision in this addendum conflicts with any existing provisions in the RFP, the provisions of this addendum control. All other provisions in this RFP remain effective as previously published.
Q1- In regard to Question 18 in the "Method of Approach" section looked very similar to question 7 in the "Qualifications and Experience". Can you give some better clarification?
A1- Question #18 we are looking for a list of brand offerings for purchase by the Chandler Fire
Department (CFD) at a discounted rate, that are not part of the core unform items. These would be value adds and it could be products including but not limited to accessories such as (knives, flashlights, sunglasses, etc.) or other apparel items that are not contained in the core uniform list.
For Question # 7 we are interested in learning about the embellishment methods you offer. You could also describe if there are any embellishment limitations.
Q2 - Will the City be providing their own artwork in a vector file (or similar) format?
A2 - Yes. Upon contract award the City will provide the artwork.
Q3 - Product Requirements, Section C. Station Uniforms does not provide a listing of exact items requested. Can the City provide additional details/part numbers for these required items?
A3 - A specific list cannot be provided at this time; we are open to suitable proposed options.
Q4 - Scope of Work states Orders submittal and allowance tracking shall be primarily through an online ordering/portal type system. Is this a requirement or are vendors able to provide a description of how our current system functions for evaluation by the City to ensure it meets your needs?
A4 - Open to options that meet the intent of an online ordering/order management system.
Describe in detail how your system functions so we have a clear understanding.
Q5 - Method of Approach #4 requests details on monitoring and tracking expenditures for uniform allowances. Is this a requirement if our system is not currently capable of this?
A5 - Yes, this is a requirement. Purchase history, pending orders, remaining allowances, and similar budgetary information need to be real-time and readily accessible by city staff.
Q6 - For embellishments on the left chest, the image shows an embroidered name, is this the method used for t-shirts? Or does the city require screen-printing or other methods of embellishments?
A6 - Open to various embellishment methods. Embroidery is reserved for outerwear or polos when requested or best suited. Screen printing or DTF embellishment methods are suitable for t-shirts and other applicable items.
Q7 - For Ornamentations, Blackinton hat pins, can the City provide part numbers and additional details for these items?
A7 - A list cannot be provided at this time.
Q8 - Installation of patches, hemming of pants and other minor alterations of garments as needed at no additional charge. If contractor must outsource this, information of third-party vendor must be submitted to the City. Can you define “minor alterations”?
A8 - Please provide a list of alteration services offered and where they are performed, whether in house or outsourced, and staff will evaluate.
Q9 - Can you provide part numbers for all the items on page 14?
A9 - Part numbers will not be provided as we are open to evaluating various products that meet the organizational needs.
Q10 - Do Polo shirts, T-shirts and dress uniforms need to be NFPA compliant?
A10 - Options offered should include NFPA-compliant and non-compliant products. Some staff wear polyester polos or poly/cotton blend pants, and others wear cotton shirts and pants.
Q11 - Can you list what specific items need to be offered in Navy and Royal Blue?
A11 - All standard items need to be offered in navy blue. Royal blue items include t-shirts and polo shirts (SS & LS) and outerwear (sweatshirts, jackets, etc.).
