About this file

This is a Limited-Sources Justification document for a GSA order under the Multiple Award Schedule Program for Professional FOIA Support Services.

The National Science Foundation's Office of Acquisition Management seeks to award a firm-fixed-price contract to Tinker Salome Chris Enterprise, LLC DBA TSC Enterprise under the General Services Administration Federal Supply Schedule (FSS) under contract number 47QRA422D006V, Multiple Award Schedule 541611. The requirement is to provide professional FOIA Specialist support services at the NSF's Randolph Building in Alexandria, Virginia. The services will enable the Office of the General Counsel to meet its statutory FOIA obligations, reduce its FOIA backlog, and avoid financial penalties for FOIA violations. This contract is a continuation of services requiring less time, training, and effort to implement. The acquisition is conducted under the authority of GSAR Subparts 538.7103-2(c) and 538.7104-3(a). The Contracting Officer determined that the anticipated pricing is fair and reasonable based on a comparison with current prices for the same or similar items, adjusted for market changes, and represents best value to the Government. Market research was conducted within the past 12 months examining two vendors with historical data, ultimately selecting TSC based on the most recent experience with the vendor. The justification was prepared in accordance with GSAR 538.7104-3 Sole Source Justifications and signed by Technical Representative Spencer D Christian and Contracting Officer Angela N Johnson on July 8, 2026.
