About this file
This is a Sole Source Synopsis for a purchase order to provide research information management platform licenses. The National Science Foundation's TIP Directorate intends to award a sole source contract to Elsevier Inc. for access to the Pure Platform, including its proprietary Fingerprint Engine and specialized research information management capabilities with existing NSF customizations. The contract value is $824,148.80 for a 14-month performance period from March 1, 2026 through April 6, 2027. Required products include Pure Core (14,999 profiles), Pure Portal (14,999 profiles), Pure Cloud Hosting Dedicated, Pure Profile Refinement Service (9,500 profiles), and Integration Delivery Services for both standard NSF data and patent data (14,999 profiles). The contracting office is located in Alexandria, VA 22314, and the point of contact is Christine Beinhacker at cmbeinhac@nsf.gov or 703.292.4731.
The Government justifies the sole source award under FAR 6.302-1(a)(2), citing that Elsevier Inc. is the only reasonably available source capable of providing the required combination of Pure Platform licenses necessary to meet NSF's needs and that uninterrupted service is critical for the TIP Directorate's daily operations. Although this is not a competitive solicitation, all responsible sources may submit capability statements demonstrating their ability to meet the stated requirements by the February 23, 2026 response deadline. The anticipated contract award date is March 1, 2026. No small business set-aside applies to this procurement.
