About this file
This is a Notice of Intent to Sole Source from the National Science Foundation (NSF) announcing plans to award a cost-reimbursement contract to the National Academy of Sciences (NAS) in Washington, DC. The contract will begin around February 1, 2025, with an 18-month period of performance.
The requirement is for a contractor to convene a multi-disciplinary consensus study committee to evaluate NSF's National Center for Science and Engineering Statistics (NCSES) data collection portfolio. The committee will review NCSES's various surveys of federal agencies, research centers, universities, and businesses to assess their effectiveness in capturing science and engineering changes, identify potential duplications, and explore alternative data sources. The committee will hold open meetings with stakeholders and produce a consensus report with recommendations for transforming the survey system. The NAICS code is 541690 with a $19M size standard. Interested parties have 15 calendar days from publication to submit capabilities statements to the contracting officer, Derek Bowks, though this is not a formal solicitation for proposals.

Special Notice: 49100425R0004
Description: NOTICE OF INTENT TO AWARD SOLE SOURCE
The National Center for Science and Engineering Statistics (NCSES) within the U.S. National Science Foundation (NSF) intends to issue a Cost-Reimbursement Contract Award to a single source under the authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements on or about 1 February 2025 to the National Academy of Sciences (NAS), Washington, DC. The period of performance will be eighteen (18) months.
NCSES seeks a contractor to convene a multi-disciplinary consensus study committee to inform NCSES’s strategy for designing its portfolio of data collections. NCSES conducts multiple surveys of federal agencies, federally funded research and development centers (FFRDCs), state governments, colleges and universities, college and doctoral recipients, and businesses. Reviewing whether these surveys are well-designed to capture important changes in science and engineering (S&E), whether they might be duplicative, and whether alternative sources of data might lessen the burden placed on respondents or provide information not available in surveys is critical to understanding the value of these data. The committee will review the surveys and alternative sources of data and make recommendations. As part of the information gathering, NCSES requests that the committee hold open meetings to hear from those who use or might benefit from the S&E data, stakeholders and their key analytic questions about S&E, and other relevant data holders or producers. Following information gathering, the committee will issue a study report offering well-considered, credible consensus advice on how the system of surveys might best be transformed to create S&E statistics for the future.
The North American Industry Classification System (NAICS) code for this requirement is 541690, with the size standard of $19M. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen (15) calendar days of publication of this notice, may be considered by NSF. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
