About this file
This document is a Request for Quotation (RFQ) from the National Science Foundation (NSF) Division of Acquisition and Cooperative Support for Labor Market Data. The purpose is to support the evaluation of NSF Technology Innovation and Partnerships (TIP) programs and the development of dashboards for the TIP Value Creation Framework. NSF is seeking comprehensive labor market data on jobs, skills, and career pathways to be used for regional industry and market analysis, growth and wage trends, and skills transferability assessments.
The RFQ requires a quotation to be submitted by August 19, 2024 at 4:00 PM Eastern Time. Award will be made on a firm fixed-price basis to the responsible quoter whose submission conforms to the RFQ and provides the best value to the Government, based on the technical approach factor which is more important than price. The period of performance is expected to be one year with one optional renewal year. NSF is looking for a data product that provides detailed job posting and career profile data, with comprehensive tagging and frequent updates, that can be accessed via a web interface and API.

The Government will award one firm fixed-price task order resulting from this RFQ to the responsible quoter whose quote/submission conforming to the RFQ is the Best Value to the Government. The Government will use a tradeoff determination when making the determination and award, based on the following factor: 1) Technical Approach.
6. Evaluation Factor Ratings
Evaluation Factor I - Technical Approach
Technical Approach will be rated on the basis of confidence of successful performance and risk of unsuccessful performance. These ratings will be based upon the following table:
Evaluation Factor Rating Rating Description
High Confidence/Low Risk The Quoter’s proposed solution demonstrates extensive knowledge and comprehension of NSF’s needs as described in the SOW. The quotation provides technical information that fully addresses the SOW. The risk that the solution does not address the requirement outlined in the SOW is low.
Medium Confidence/Medium Risk The Quoter demonstrates sufficient knowledge and comprehension of NSF’s needs as described in the SOW. The quotation provides a technical narrative that substantially addresses the SOW.
The risk that the solution does not address the requirement outlined in the SOW is moderate.
Low Confidence/High Risk The Quoter’s response does not demonstrate sufficient knowledge and comprehension of NSF’s needs as described in the SOW. The quotation does not address the needs as described in the SOW. The risk that the solution does not address the requirement outlined in the SOW is high.
Evaluation Factor II - Price
The Government will evaluate quotes in accordance with FAR 13.106-2. The Government reserves the right to make award based on initial proposals received. Quoters are encouraged to provide their best pricing. Quoters are encouraged to provide pricing for the option period included in this
RFQ.
Evaluation Order of Importance – Evaluation Factor 1 (Technical Approach) is more important than Price. As a part of its best value determination, price will be meaningfully considered by the Government notwithstanding that it is the least important evaluation factor. The non-price factor is significantly more important than price, but price will become more important in making the best value determination as quotors’ non-price factors are found to be more equal. For example, the Government may properly select a more highly rated proposal from a non-price perspective over one offering a lower price where it has reasonably determined and documented that the non-price superiority outweighs the price difference.
**NOTE**
Prior to issuing any award, the Government will perform a search of Active Exclusions in the System for Award Management (SAM) to ensure that the prospective awardee and listed Key Personnel are not on the list of parties excluded from receiving federal contracts and sub-contracts. The Contracting Officer (CO) may also identify and analyze the past performance of the quoter on any other relevant contract that they currently have or had of which the CO has knowledge or obtains knowledge, including but not limited to projects listed in the Past Performance Information Retrieval System (PPIRS) and the Federal Awardee Performance and Integrity Information System
(FAPIIS).
