NSF Strategic Planning Development Requirement – 24Q0097

I. Introduction

Under the Government Performance and Results Act (GPRA) Modernization Act of 2010, NSF is required to develop a strategic plan to align with each new term of a Presidential Administration.1 The next NSF Strategic Plan will be effective for fiscal years (FY) 2026-2030 and will be released with the FY 2027 President’s Budget in early calendar year 2026.

The Foundations for Evidence-Based Policymaking Act of 2018, Public Law No. 115-435 (Evidence Act), gave impetus to ongoing federal efforts to use evidence in decision-making. One requirement of the Evidence Act is to develop an agency learning agenda or evidence building plan to support implementation of the Strategic Plan.

II. Purpose

NSF is seeking support for its development of the FY 2022-2026 Strategic Plan and Learning Agenda, particularly in performing an environmental scan and in engaging NSF communities to provide input to the plan.

NSF’s strategic plan process begins with an assessment of the current operating environment and identification of opportunities and risks in that environment in the years to come. NSF’s environmental scan for the FY 2026-2030 Strategic Plan will help identify opportunities to advance the agency’s mission of scientific discovery in key areas, and train the next generation of scientists and engineers.

OMB guidance for development of the Strategic Plan is found in Section 230 of OMB Circular A-11.2 In part, this guidance discusses that federal agencies should reach out to communities directly affected by the policies, regulation, processes, and actions of the agency to solicit input to inform Strategic Plan development. Such outreach has the potential to increase the public’s trust in government.

In NSF’s context, these communities include both internal and external groups. NSF plans to engage its staff, including researchers on temporary rotation to NSF, to gain their feedback on NSF’s vision and core values, as well as priorities for the strategic plan. The National Science Board is also an important stakeholder in NSF’s strategic planning process.

External communities of interest to NSF include institutions of higher education; K-12 educators and students; the science and engineering workforce; partners in the private and non-profit sectors; state, local, and tribal governments; and other federal agencies with science missions.

NSF’s mission and achievements are far reaching with effects on the public welfare and economy, and therefore the general public and media are also communities of interest for our work.

III. Performance Period

The task order is for an anticipated 12-month period of performance. Requirements for this task are not anticipated beyond those 12 months.

IV. Place of Performance

Most daily tasks will be performed remotely at the Offeror’s place of work. Most meetings or work sessions, including the kick-off meeting, will be hybrid or virtual-only using NSF’s ZoomGov applications or the Offeror’s video conferencing system.

On-site presence of Offeror’s staff will be required to support listening and engagement sessions at NSF Headquarters located at 2415 Eisenhower Avenue, Alexandria, VA 22314. The Offeror may also be required to travel to support listening sessions with external communities at locations within the continental United States, to be determined. The Offeror will notify the COR of the names of staff who will attend meetings onsite at least one business day before the meeting so visitor passes may be requested and secured.

V. Tasks

Task 1. Project Management, Plans and Procedures

Subtask 1.1. Kick-off Meeting

Within two (2) weeks of award of the task order, the Offeror and key project staff will meet with the Contracting Officer’s Representative (COR), designated technical points of contact, and other NSF staff as appropriate to discuss details regarding the tasks outlined in the Offeror’s proposal, scheduling activities, and other issues related to the task order. The Offeror shall come prepared to identify any areas of concern not contained in the accepted technical proposal or discussed during task order negotiations, and to suggest ways to respond to these concerns. This kick-off meeting will be hybrid with some attendees on-site at NSF’s Alexandria, VA headquarters, and with the option to connect virtually for attendees working remotely using the Offeror’s or NSF’s virtual platform.

At least two (2) working days prior to the kick-off meeting, the Offeror shall hold a virtual meeting with the COR to finalize the agenda and arrangements for the kick-off meeting and submit a meeting agenda to the COR. Agenda items and discussions will include the overall project management plan and schedule for starting up the tasks under the task order.

Within one (1) week following the kick-off meeting, the Offeror shall submit for the COR’s review a memorandum summarizing the key issues and concerns raised at the meeting, and how each will be addressed. Any revisions required as a result of the COR’s review shall be made and a final version of the memorandum shall be submitted within one (1) week of comments from the COR.

Deliverables: The Offeror shall prepare and submit the draft meeting agenda for the kick-off meeting two (2) days prior to the meeting for review and approval by the COR. Within one (1) week following the kick-off meeting, the Offeror shall submit a memorandum to the COR summarizing decisions made and the key issues and concerns raised at the meeting, and how each will be addressed. A final version of the memorandum shall be submitted within one (1) week of receipt of comments from the COR.

Subtask 1.2. Ongoing meetings

During the first month of the task order, the Offeror shall determine a schedule for regular, recurring meetings with the COR and other NSF staff as appropriate to discuss progress, concerns, and status. Each meeting agenda shall be submitted to the COR at least one (1) business day prior to each meeting. The occurrence of these meetings will be weekly initially until the COR and Offeror agree that the meetings can be less frequent.

Meetings will be held via a virtual platform (using the Offeror’s or NSF’s virtual platform) or, at the COR’s request, on-site at NSF’s Alexandria, VA headquarters. A request for an on-site meeting would only be made when critical to the meeting’s purpose, such as reviewing logistics for an on-site listening session. The Offeror will be responsible for recording minutes and including the discussion points and action items of any meeting in the twice monthly progress report (see Subtask 1.4.).

Deliverables: Meeting agendas for ongoing meetings shall be submitted to the COR at least one (1) business day prior to each meeting. Minutes, discussion points, and action items of any meeting shall be reported in the monthly progress report.

Subtask 1.3. Workplans and timelines

In their proposals, Offerors shall identify the staff who would direct and conduct this work.

Within two (2) weeks of the kick-off meeting, the Offeror shall prepare and submit for the COR’s review a detailed work plan and timeline for accomplishing activities under Tasks 2 and 3. The plan must contain detailed information on the following:

• Staffing information (including an organization chart, task assignments, and contact information);

• Plans for establishing electronic communication links between the Offeror’s staff and the

COR;

• Schedule of activities under this task order, including relevant sub-tasks and milestones

The workplan and timeline shall incorporate input from the kick-off meeting and indicate which staff will have which specific responsibilities for activities under each subtask. The workplan and timeline shall be reviewed and approved by the NSF COR. The Offeror shall prepare and submit a final workplan and timeline within two (2) weeks of the receipt of comments from the COR, including a schedule for all deliverables. This workplan and timeline will become an important document to guide work for the remainder of the period of performance.

Deliverables: Drafts and final versions of workplan and timeline. Within two (2) weeks of the kick-off meeting, the Offeror shall prepare and submit for the COR’s review a detailed work plan and timeline for accomplishing activities. The Contactor shall prepare and submit a final workplan and timeline within two (2) weeks of the receipt of comments from the COR, including a schedule for all deliverables.

Subtask 1.4. Reporting requirements

The Offeror shall prepare and submit progress reports on the1st and 15th and day of each month, or the nearest business day if those fall on a weekend or holiday. These reports shall summarize the major activities and accomplishments for the reporting period. In addition, they shall provide information for each project task or subtask regarding significant activities, and any problems or challenges encountered. The reports shall also specify the extent to which the project is on-schedule, briefly describe the activities planned for the next month, identify and discuss any significant deviations from the annual workplan and timeline, and identify and discuss any decisions which may be needed by the COR. These reports shall be delivered via email to the COR with cc to the Contracting Officer.

Deliverables: Twice monthly progress reports. All deliverables shall be provided according to the workplans and timelines agreed upon by the COR (see Subtask 1.3.).

Subtask 1.5. Accessibility requirements, confidentiality plan and data security procedures

In accordance with Section 508 of the Rehabilitation Act of 1973, NSF requires the information and data developed, designed, and delivered under this task order to be accessible to and usable by individuals with disabilities comparable to access and use by individuals without disabilities.

Therefore, the Offeror shall be responsible for ensuring all task order deliverables (e.g., reports, tool kit materials, survey instruments) specified within this task order can be fully accessed, easily understood and used by everyone in conformance with Section 508 ICT Accessibility Standards and Web Content Accessibility Guidelines in addition to Federal website requirements described on Digital.gov.

The Offeror shall develop and submit to the COR within one (1) month of the task order award, a confidentiality plan and data security procedures (CPDSP) for review and approval by the COR. The CPDSP shall include steps the Offeror will take to ensure confidentiality of NSF data, and documenting any other confidentiality/access issues for the NSF data systems. No personally identifiable data are anticipated to be collected as part of the tasks under this task order, though some data may be considered controlled unclassified information (CUI). The Offeror shall update the CPDSP to reflect any changes in the NSF’s or general federal policies during the period of the task order. The CPDSP must be approved before the Offeror receives any NSF data files from NSF or credentials to access NSF data.

Computer processing and security: All tasks requiring computer processing work, such as survey data collection, shall be conducted at the Offeror's secure computer facility. The Offeror shall implement procedures to back up the data on a regular basis and have a process for fast, secure recovery of archived data. NSF data cannot be loaded onto removable devices such as a thumb drive. When NSF data are maintained on Contractor servers, the Offeror shall follow NSF's Implementation Policy for the Government Information Security Reform Act. This policy intends to ensure the integrity, confidentiality, authenticity, and non-repudiation of information and information systems supporting NSF. Per NSF’s Policy on Encryption for Mobile Computing, users are required to encrypt all data on portable computers and devices that carry NSF data.

Confidentiality: All data collected are the sole property of NSF and shall not be disclosed or distributed to any non-NSF sources without prior written approval from NSF. The Offeror may not publish or in any other way reveal data, information or the results of the study or other analyses or

NSF internal conversations of data collected or accessed for the study. All data collected must be provided to NSF upon project completion.

Deliverables: The Offeror shall prepare and submit the confidentiality plan and data security procedures (CPDSP) within one (1) month of award for review and approval by the COR.

Task 2. Environmental Scan

The Offeror shall perform an environmental scan of NSF’s operating environment to inform development of Strategic Plan goals, objectives and strategies and learning agenda questions. The scan shall include, but not be limited to scholarly literature, white and grey papers, government and industry reports, and internal NSF working papers related to the types of research funded by NSF (i.e., non-medical basic and use-inspired research and STEM education and training). The scan should also reflect information from key NSF leaders, which could be obtained through focus groups or interviews.

As part of the environmental scan, the Offeror shall collect and summarize reports that examine the challenges, risks, opportunities, and performance trends affecting areas of NSF research and government operations in general. Reports included in the scan should have been published within the past seven years.

The Offeror will produce summary reports for up to eight (8) programmatic and operational subject areas. Each summary report is not to exceed four (4) pages. Programmatic and operational subject areas will be outlined and agreed upon with the COR four (4) weeks ahead of the initial draft due.

Subject areas could include those similar to the following:

• Creating opportunities everywhere3

• Emerging industries in science and technology4

• Research Infrastructure5

• Federal agency operations including human capital, information technology, customer experience

The initial draft of the Environmental Scan is due to the COR January 17, 2025. A final draft will be due within two (2) weeks of receiving comments from the COR.

Once the Environmental Scan is finalized, the Offeror will work with the COR and technical leads to develop briefing materials to present the highlights of the scan to NSF staff and leadership. These materials will include a PowerPoint slide deck and talking points. These presentation materials will be due one (1) week after the final Environmental Scan.

Deliverables: An Environmental Scan consisting of up to eight (8) four-page documents summarizing relevant literature and reports on key subject areas for NSF’s programs and operations. Briefing materials to present findings from the scan including a PowerPoint presentation and related talking points.

Task 3. Support for Internal and External Community Engagement

Subtask 3.1: Development of an Engagement Toolkit

The Offeror will work with the COR and designated technical points of contact to develop an “engagement toolkit” to be used in Strategic Plan and Learning Agenda engagement activities. Such kit will include a range of outreach and engagement materials, including but not limited to PowerPoint slide sets, talking points, and other flyers or social media content. The purpose of the toolkit is to solicit input from NSF staff and external organizations with interest in NSF’s programs and activities on priorities and core values, as well as key areas of inquiry for NSF’s learning agenda.

Materials in the kit will be compliant with section 508 accessibility standards, as outlined under Subtask 1.5. and will follow NSF’s branding guidelines.

Initial draft materials for the toolkit will be submitted to the COR within 45 calendar days of the kick-off meeting for use in engagement activities in the fall of 2024. Final versions will be due within two (2) weeks of receipt of comments and edits from the COR.

Revision of tool kit materials is anticipated in the February and March 2025 timeframe to allow for their use in additional engagement activities in April and May 2025. These revisions will allow for the toolkit to be used to solicit feedback on NSF’s draft Strategic Plan Goals and Objectives, requiring significant change to the content of the toolkit, though format and types of materials are anticipated to remain consistent with the original toolkit.

The COR will request a meeting or meetings with the Offeror to discuss toolkit updates and share content to inform these updates. The meeting should be scheduled within 7 business days of request by the COR and will include NSF technical points of contact and necessary staff from the Offeror’s project team. Following the meeting, the Offeror will have two (2) weeks to complete updates to the toolkit and submit them to the COR for review. The Offeror shall submit the final materials within one (1) week of COR returning contents and edits.

Deliverables: The Offeror shall prepare a draft engagement toolkit within 45 days of the kick-off meeting, with a final due two (2) weeks after the COR returns comments on the toolkit. The Offeror shall provide a draft revised toolkit in March 2025, two (2) weeks after receipt of content changes from the COR, and shall submit the final toolkit within one (1) week of edits from the COR.

Subtask 3.2: Development of Engagement Feedback Surveys

The Offeror will work with the COR and technical points of contact to develop one (1) to three (3) standardized surveys of three (3) to five (5) questions each for use at engagement events such as the listening sessions as an alternative mechanism to gather feedback. The survey content may differ slightly to reflect feedback from the various internal and external communities of interest with which NSF will engage. Surveys will be hosted through NSF’s Qualtrics platform.

Standardized surveys will require OMB approval under the Paperwork Reduction Act (PRA) requirements and the Offeror will be responsible for assembling relevant documentation and burden statement information to facilitate PRA clearance for engagement and data collection with non-federal stakeholders. In their proposals, Offerors shall identify any relevant experience and past performance in preparing documents for approval under the PRA.

The surveys will be developed in parallel to the engagement toolkit, with an initial test version of the surveys submitted to the COR within 45 days of the kick-off meeting. The final “live” versions will be due within two (2) weeks of receipt of comments and edits from the COR.

Revision of survey questions is anticipated in the February and March 2025 timeframe to allow for their use in additional engagement activities in April and May 2025. These revisions will allow for the surveys to be used to solicit feedback on NSF’s draft Strategic Plan Goals and Objectives.

Deliverables: Development of one (1) to three (3) standardized surveys of three (3) to five (5) questions each for use at engagement events and revision of these surveys.

Subtask 3.3 Reports of Survey Results

Within one (1) week of each listening session discussed under Task 4, the Offeror shall provide a report summarizing survey results to include but not limited to: 1) number of respondents, 2) frequency and averages of multiple choice questions, 3) categorization of open-ended questions into thematic areas and frequencies of each. The Offeror shall also provide the raw data as an addendum to these reports.

The Offeror shall provide summarized data from other survey responses on a bi-weekly basis in the same form and manner as for the listening sessions.

Deliverable: Report summarizing survey responses.

Subtask 3.4 Federal Register Notice

The Offeror shall work with the COR and technical points of contact to draft and publish up to two

(2) notices to the Federal Register soliciting comments to inform NSF’s Strategic Planning and Learning Agenda efforts. 30 days following the close of the Federal Register comment period, the Offeror will provide a summary of the comments to the COR. The summary shall provide information on the sources of the comments by constituent type (e.g., institutions of higher education, professional societies, general public, etc.) and identify common themes among the comments. NSF anticipates receiving 400-500 comments for each Federal Register Notice.

Deliverable: Up to two (2) Federal Register notices and summary of comments.

Task 4. Host Listening Sessions for NSF Staff and External Communities of Interest

Subtask 4.1 Host Listening Sessions for NSF Staff

The Offeror will plan and host up to five (5) listening sessions for approximately 100 NSF staff each in December 2024. The Offeror will plan and host up to an additional three (3) listening sessions for approximately 100 NSF staff each between April and May 2025. The dates and times of these sessions will be determined in consultation with the COR and will follow development of the engagement toolkit discussed under Task 3, and the subsequent revisions thereof.

At least three (3) of December 2024 listening sessions and two (2) of the spring 2025 listening sessions shall be designed to accommodate online attendees in either a hybrid meeting format or a fully online event hosted via NSF’s ZoomGov application or a platform operated by the Offeror. The Offeror will work with NSF event management to produce the session, including connection of conference room and online presence, display of slides and other visuals, and obtaining appropriate audio equipment. Hybrid and in-person listening sessions will require appropriate Offeror staff to be in person at NSF’s Headquarters in Alexandria, VA.

The Offeror will work with the COR and NSF technical points of contact to develop a run of show, including talking points, questions, and timing for session segments. Three (3) weeks prior to each listening session, the Offeror will submit the draft run of show to the COR for review and comment.

The COR will have five (5) business days to provide comments to the Offeror on suggested changes.

The Offeror will submit the final run of show no later than four (4) business days prior to the listening session.

During each listening session, the Offeror will take notes on participant comments both delivered orally and in a chat function for online participants. Using these notes as well as a transcript of the listening session, the Offeror will develop a summary of the content and submit it to the COR within two (2) weeks of the event. Such summary will not include names or other identifying information of the participants, but shall identify themes among the comments and summarize the frequency and extent of mention of such themes.

A comprehensive summary covering all five (5) initial listening sessions shall be provided within three (3) weeks of the final listening session in January 2025. Similarly, a comprehensive summary covering all three (3) listening sessions shall be provided within three (3) weeks of the final listening session in Spring 2025.

Deliverables: The Offeror shall plan and host up to a total of eight (8) listening sessions for approximately 100 NSF staff each over the course of the task order. Listening sessions will be in-person, virtual, and/or hybrid. The Offeror will work with NSF technical points of contact to develop the run of show for each session. The Offeror will work with NSF events management to produce the sessions. The Offeror will provide summaries after each session, as well as comprehensive summaries.

Subtask 4.2 Host Listening Sessions for External Communities

The Offeror will plan and host up to six (6) listening sessions, each with approximately 35-50 members of outside communities of interest in January 2025. The Offeror will plan and host up to an additional six (6) listening sessions each with approximately 35-50 members of outside communities of interest between April and May 2025. The dates and times of these sessions will be determined in consultation with the COR and will follow development of the engagement toolkit discussed under Task 3, and the subsequent revisions thereof.

Up to four (4) of the total twelve (12) sessions will be held in locations outside the Washington, DC metro area, though within the continental U.S. All other sessions will be held in either a hybrid meeting format or a fully online event hosted via NSF’s Zoom.Gov application or a platform operated by the Offeror. The Offeror will work with NSF event management to produce the session, including connection of conference room and online presence, display of slides and other visuals, and obtaining appropriate audio equipment. The up to four (4) sessions held outside of the Washington, DC metro area may require Offeror staff to travel to be onsite for the event. Other hybrid listening sessions will require appropriate Offeror staff to be in person at NSF’s Headquarters in Alexandria, VA.

The Offeror will work with the COR and technical points of contact to determine participants for each meeting, and will develop outreach materials to invite participants to the sessions. The Offeror will coordinate responses from participants and develop an attendee list for each session.

The Offeror will work with the COR and NSF technical points of contact to develop a run of show, including talking points, questions, and timing for session segments. Three (3) weeks prior to each listening session, the Offeror will submit the draft run of show to the COR for review and comment.

The COR will have five (5) business days to provide comments to the Offeror on suggested changes.

The Offeror will submit the final run of show no later than four (4) business days prior to the listening session.

During each listening session, the Offeror will take notes on participant comments both delivered orally and in a chat function for online participants. Using these notes as well as a transcript of the listening session, the Offeror will develop a summary of the content and submit it to the COR within two (2) weeks of the event. A comprehensive summary covering all six (6) initial listening sessions shall be provided within three (3) weeks of the final listening session in January 2025. Similarly, a comprehensive summary covering all six (6) listening sessions shall be provided within three (3) weeks of the final listening session in Spring 2025.

Deliverables: The Offeror shall plan and host up to a total of twelve (12) listening sessions for approximately 50 members of the external community each over the course of the task order.

Listening sessions will be in-person, virtual, and/or hybrid. The Offeror will work with NSF technical points of contact to develop the run of show for each session. The Offeror will work with NSF events management to produce the sessions. The Offeror will provide summaries after each session, as well as comprehensive summaries.

Task 5. Additional Optional Tasks – Surge CLIN Environmental Scan

NSF may, at its option, choose to expand the level of effort on above described activities under Task

2. NSF requests the Offeror provide for the following under this Option:

• The Offeror will produce summary reports for up to an additional four (4) programmatic and operational subject areas.

• Personnel – The Offeror shall provide a proper skill mix, experience, and required number of qualified personnel.

• Materials – The Offeror shall provide all necessary supplies, spares, tools, and test equipment, consumables, hardware, software, automatic data processing equipment, documentation, and other applicable properties.

• Facilities – The Offeror shall provide administrative and workspaces for contract personnel.

• Organizational processes – The Offeror shall provide internal and quality controls, management oversight, and supply support.
