About this file

This document contains a request for quote (RFQ) question matrix and related federal contract opportunity solicitation for IE Center-Level Onboarding Consulting and ILO Mentor Program Management services. The solicitation seeks contractors to provide consulting services to new and ongoing Engineering Research Centers, including facilitating industrial liaison practices, onboarding new centers, evaluating innovation strategies, and managing mentor-mentee interactions over a period of 60 months. Contractors must have experience as Engineering Research Center industrial liaison officers and comprehensive knowledge of the ERC program and core competencies. Services will be provided at major U.S. university locations. The question matrix addresses clarifying questions from potential offerors such as defining labor categories, material handling charges, ILO certification criteria, mentor call and working group meeting durations, and ILO summit purpose and attendees.

1The Quoter shall identify the labor categories with the actual title of the labor category to be utilized in the performance of this effort." Could you please clarify what is meant by "the actual title of the labor category"? In previous Quotation submissions I've described the labor categories with terms such as those in the budget template (e.g., Project management and preparation; ILO Consultant Labor, Team Setup). Are these what is meant by the title of the labor category or is it something else. If something else, could you please provide some examples or further guidance?Page 46 - 3. Price quotation; and Attachment 1 - Draft Price Quote TemplateThe offeror can utilize the titles (i.e ILO Consultant , but will need to identify labor categories (e.g., business analyist or project manager, etc) under the titles in the Price Quote template for each specifice task.
2If applicable, the quoter shall provide any proposed ODC material handling charge (MHC) (e.g., G&A) for each year of performance." In previous proposals, I've budgeted for labor and ODC (airfare, lodging, ground transport, and meals) and then applied Overhead, G&A, and Profit, as also illustrated in the budget template. I'm unsure of what material handling charges might mean in this context.Page 46 - 3. Price quotationIf your proposal does not involve significant material handling costs, or if these costs are already encapsulated within your overhead or G&A rates, please provide a brief explanation of this in your proposal. The key is to ensure that all potential costs are transparent and appropriately accounted for in your pricing structure.
3What are the criteria for being certified under the “ILO Certification Process”?Page 3 – Task 3, paragraph 1Please see all documents under Mentoring on the Innovation Ecosystem website where the criteria are published to : https://erc-assoc.org/innovation-resources

specifically:

4What is the expected duration of a Mentor Call?Page 3 – III. Deliverables, Task 3 (a)iEach mentor call is typically virutal and is one hour in length.
5What is the expected duration of an ILO Working Group Meeting?Page 4 – III. Deliverables, Task 3 (a)iiThe Working Group meeting is virtual and one hour in length.
6Please provide a definition of the ILO Summit, including intended purpose, expected attendees and duration. Also, can the ILO Summit also be virtual?Page 4 – III. Deliverables, Task 3 (a)iiiThe ILO SUMMIT is basically a retreat with the ILOs from all the actively funded ERCs attending. It has been found that the ILOs learn more from each other when attending in-person meetings. The purpose of the SUMMIT is two-fold: (1) bring the ILOs together to help them bond as a community abd support each other through out the year, (2) create an opportunity for the ILOs to share tricks that work in recruiting industry partners and nurturing the relationship. Thus the SUMMIT agenda is organized by the ILOs themselves.
