About this file
This document is a Limited/Sole Source Justification (LSJ) for a Work-Life Services Program contract at the National Science Foundation (NSF).
The LSJ details the market research conducted by the Contracting Officer Representative, which found that only one contractor, LifeCare, could provide the full suite of work/life services required by NSF. Specifically, the market research reviewed 53 contractors on the GSA human capital - social services schedule, and found that 46 did not offer any work/life services, 5 did not offer a comprehensive set of services, and 1 did not provide sufficient information. An RFI also received only 1 response from LifeCare that could meet the requirements. The LSJ justifies the sole source award to LifeCare for the Work-Life Services Program contract, valued over the Simplified Acquisition Threshold. NSF will continue market research and evaluate options for potentially splitting the services to allow multiple providers in the future.

6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
The Contracting Officer Representative (COR) pulled a listing of all contractors that provide services under the human capital – social services multiple award schedule category through GSA eLibrary.
There were fifty-three (53) contractors under that category, and the COR reviewed each of their catalogs and used an Excel spreadsheet to keep notes of the findings. Of the fifty-three (53) contractors, forty-six (46) contractors did not provide work/life services at all, five (5) contractors did not provide a comprehensive suite of work/life services that meet our current standards, and one (1) contractor did not provide sufficient information to verify. In addition, a Request for Information (RFI) was posted on BETASAM, to which three (3) responses were received. LifeCare was the only contractor to respond that offers all services, whereas the other contractors provided EAP services.
After review of the contractors from GSA and the responses to the RFI, the results of the market research show that LifeCare is the only source that can provide the all the services requested by NSF.

8. A statement of the action, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
Based on the requirements of the work/life services determined by the PBSB in the Division of HRM, LifeCare is the only contractor found during market research that is capable of providing all the required services outlined in Section 3. NSF will continue to conduct market research and evaluate other sources as required by Federal Acquisition Regulations. NSF will also determine if splitting up the services to allow for multiple providers could be an option. It is currently an acceptable option as it would not allow for the minimum level of integrated services for NSF employees.
