SOLE SOURCE - SIMPLIFIED ACQUISITIONS

NATIONAL SCIENCE FOUNDATION

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

I recommend that NSF negotiate with the youngStartup Ventures, Inc. only for a Platinum sponsorship of the Venture Summit West 2020 and the 2020 New York Venture Summit.

I have reviewed other products/services to identify other vendors which might meet NSF's requirements through one of the following methods

4<" GSA Schedule O Open Market Price Lists O Previous requirements O Other

FAR 19.502-2 requires award to Small Business for supplies or services with an anticipated dollar value exceeding $2,500. If applicable specify why award is being recommended to other than a Small Business.

eNo other Small Company can supply the equipment or service O The Company does not have a small business distributor that can supply the equipment or service O GSA schedule does not provide the equipment or service from small business O Other

The total estimated cost, including shipping and handling (if applicable), of this effort is $30,000 and the period of performance or lead-time for delivery or start date is February 1, 2020. This will allow time to promote the event and notify potential SBIR grantees.

This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons:

The Venture Summit is the premier industry gathering connecting venture capitalists, corporate VCs, angel investors, technology transfer professionals, senior executives of early stage and emerging growth companies, university researchers, incubators and premier service providers. It is essential that our current grantees keep their fingers on the pulse of technology by participating and for educators and learning professional and help contribute to evolving technological advances by forming new companies and learning about the NSF SBIR program that can catalyze these new advances. NSF participation will also add to public awareness that NSF supports small business to develop and commercialize innovations with the broader impact of improved education that can enhance the lives of U.S. citizens. Participation will expose NSF supported companies to thousands of forward-thinking educators who are the innovators and leaders in using technology to support connected learning in a connected world.

I hereby accept the above stated recommendation and determine that the circumstances of the contract action deem only one source reasonably available.
