This sole source justification recommends awarding a contract to Elsevier for access to the Scopus bibliographic database. The National Science Foundation requires the Scopus database to generate research indicators and trends, link publications to surveys, and support program evaluation. Elsevier is the only provider that offers the comprehensive bibliographic coverage needed, including over 3.4 times as many journals as the next largest competitor. Staff are also already trained to use Scopus after five years, and replacing it would require additional training. The contract would be for $459,194 to provide access from January 2020 through December 2020. The synopsis was posted on FedBizOps with no other firms requesting consideration.

SOLE SOURCE - SIMPLIFIED ACQUISITIONS
NATIONAL SCIENCE FOUNDATION
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
I recommend that NSF negotiate with Elsevier only for SCOPUS database access.
I have reviewed other products/services to identify other vendors which might meet NSF's requirements through one of the following methods:

FAR 19.502-2 requires award to Small Business for supplies or services with an anticipated dollar value exceeding $3,000. If applicable specify why award is being recommended to other than a Small Business.
O No other Small Company can supply the equipment or service
• The Company does not have a small business distributor that can supply the equipment or service
O GSA schedule does not provide the equipment or service from small business
O Other
The total estimated cost, including shipping and handling (if applicable), of this effort is $459,194 and the period of performance is January 1, 2020— December 31, 2020.
This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons:
Elsevier is the sole provider of access to the Scopus database to provide NSF with access and extract information from a bibliometrics database that includes information on peer reviewed science and engineering articles, conference papers, and related research outputs from the broadest inclusion of countries — especially India, China, and other emerging countries in the global scientific ecosystem. These data are needed to generate indicators of the patterns and trends of research and innovation related output in the United State and internationally as well as input for matching publications to the Survey of Doctorate Recipients, NSF program evaluation and other research. NSF has been using Elsevier Scopus database for over 5 years and the support personnel are familiar with working on this type of software;
replacing Elsevier with another vendor would require additional training. NSF staff would need retraining on new products. A number of NSF programs explicitly requires the linkage of our Survey of Doctorate Recipients (SDR) to the SCOPUS database (NSFDACS17T1314 & 49100419F0032). A study conducted in 2016 http://www.science-metrix.com/sites/default/files/science-metrix/publications/science-metrix_comparison_of_2016_bibliometric_indicators_to_2014_indicators.pdf compares the available data bases for bibliometric data. The Scopus data base contains 3.4 times as many journals compared to their nearest competitor Web of Science. Scopus includes much broader coverage of conference proceedings. Scopus has much higher coverage of Chinese journals.
Pursuant to FAR 5.201, this proposed contract action will be synopsized in FedBizOps. The results received in writing will be added to this document by addendum.
